When popular protests started in Tunisia in late 2010, few anticipated the implications these events would have for the entire Arab region. In the following years, this region witnessed deep changes, increased divisions, and even failing states. Meanwhile, Tunisia managed to assert itself as a new democracy. How did this small country manage its democratic transition within such a short period? And what implications has this had for its foreign policy and its role in international politics? This book assesses Tunisia’s transition ‘inside and out’ from four angles: Tunisian polity and politics which provide the framework for its foreign policy since the ‘Arab Spring’; bilateral relations before and after the ‘Arab Spring’; Tunisia’s activism in international organisations as well as their presence in Tunisia; and transnational issues in Tunisia. Drawing on a broad range of primary sources, including authors’ own interview material conducted with politicians and representatives of civil society and international NGOs involved in the transition process, the book shows that since 2011 Tunisia has not only developed fundamentally at the domestic level, but also at the level of external relations. New and old alliances, a broadening of relations, and new activism of civil society and of Tunisia in international organisations certify that Tunisia has the potential to play an increasingly important role regionally as well as internationally. Providing an encompassing picture of Tunisia’s changed role and successful transition from an autocracy to a democracy, the book allows students and scholars in the field to understand the ‘last country standing’ better, a country that both the scientific community and the political scene should not underestimate for the promises it holds.

The European Neighbourhood Policy (ENP) has evolved into one of the European Union's major foreign policy instruments and received considerable attention. However, other EU neighbourhood policies, and their relevance for the ENP, also require examination. The Arab uprisings, civil wars in Libya and Syria, the continuing Israeli-Palestinian conflict, the crisis in Ukraine and Russia's annexation of the Crimean peninsula have all brought the institutional design and tools of the ENP into question and a comparative perspective is crucial to understand EU neighbourhood policies in a wider sense. Governance in the Middle East is a sad story, and the fate of the Arab Spring added to the misery. After the initial euphoria, much got worse. Except in Tunisia, where Islamic and secular political groups compete for power in a democratic political system. This book examines the role of external powers during the Arab Spring in Egypt, Libya and Tunisia. How did the United States and the European Union react? What did Turkey, Saudi Arabia, Israel and Iran – regional states not directly affected by the revolutionary uprisings – do? All of them acted on the basis of their own values and interests, with scant regard for the preferences of the local actors. Some tried to promote democratic practice and human rights, but were hampered by their own inefficiencies and conflicting interests. In the end, none of them mattered very much: they were little more than bystanders. The author explores the practice and effects of the European Union's democracy promotion efforts vis-à-vis its authoritarian neighbours in the Middle East and North Africa. She argues that the same set of factors facilitated both international cooperation of authoritarian regimes on democracy promotion and their persistence during the Arab Spring.

This book critically analyzes the European Union’s promotion of LGBTI rights in the international arena. Lesbian, Gay, Bisexual, Transgender, and Intersex rights are heavily contested across the globe, with over 70 countries criminalizing same-sex relations and at least 10 imposing the death penalty. The book details how the EU, based on different member state positions, attempts to jointly formulate and implement guidelines for the external promotion of LGBTI rights. It also problematizes the various normative and policy-based Eurocentric prescriptions to further these rights. Drawing on an international political sociology framework infused with queer theoretical thought, the author investigates the apparent normative tensions emerging from Europe’s promotion of LGBTI rights as liberal human rights and the ensuing pushback by culturally and politically conservative states. He examines the compatibility of EU institutional and member states’ conceptions of LGBTI rights and the more general question of the EU’s normative agenda-setting power on the world stage. He then explores the external policy areas in which LGBTI rights promotion is formulated and diffused – namely in development and foreign aid, in enlargement and neighbourhood policies, and in other international organizations. In conclusion, the author suggests viewing the contention surrounding LGBTI rights within broader governance contexts, and thus reimagining rights promotion in a more holistic manner. This volume presents essential aspects of Mediterranean politics to be reconsidered in the light of the Arab upheavals since 2010. The focal point of the book is the question in how far European-Mediterranean relations are challenged by the various developments. It explores the relationship between security and democracy within the Arab countries and in European-Mediterranean relations. The ambiguity between the promotion of democratic values and the preservation of common interests in cooperation in economic and security affairs is stirred up by changing political actors and new conflictual constellations inside the Arab countries. All these changes evoke new challenges for all areas of the European-Mediterranean cooperation. Thus, the volume assembles contributions from different angles on the re-formulation of the European Neighbourhood Policy as well as the Democracy Assistance towards the Southern Mediterranean. It discusses the major security issues of a cooperative security architecture, counter-terrorism action, migration control and security sector reform in order to explore the relevant challenges in the field. The contributions analyse the recent developments and challenges, provide critical insights into those fields and endeavour to provide some proposals for improving Mediterranean cooperation on democracy and security.
