If illicit drug trafficking is a global problem, why won't other nations comply with the drug control agenda of the United States? NarcoDiplomacy departs from traditional responses to this question, which have held that compliance with the American agenda has been beyond the capacity of key countries. By focusing on Germany and Japan, touted as two of the strongest allies of the United States in drug control efforts, H. Richard Friman exposes the flaws in capacity arguments and the policies based on them. Drawing on sources ranging from previously unknown Imperial German archives to interviews with policy makers and law enforcement officials, Friman offers a thorough analysis of bilateral and multilateral relations. He traces their evolution from international opium control efforts of the early 1900s through disputes over cocaine and money laundering during the Reagan and Bush antidrug campaigns. His work reveals that, although the internal logic of the U.S. posture was sound, American policy makers failed to recognize the nature of German and Japanese cooperation and defection, or to identify which aspects of capacity were at issue. The resulting policy, Friman contends, actually undermined German and Japanese compliance with the American agenda. Extending this analysis to Latin America, NarcoDiplomacy explores the ramifications of Friman's findings for the future of U.S. drug control policy.

Nonviolent state behavior in Japan, this book argues, results from the distinctive breadth with which the Japanese define security policy, making it inseparable from the quest for social stability through economic growth. While much of the literature on contemporary Japan has resisted emphasis on cultural uniqueness, Peter J. Katzenstein seeks to explain particular aspects of Japan's security policy in terms of legal and social norms that are collective, institutionalized, and sometimes the source of intense political conflict and change. Culture, thus specified, is amenable to empirical analysis, suggesting comparisons across policy domains and with other countries. Katzenstein focuses on the traditional core agencies of law enforcement and national defense. The police and the military in postwar Japan are, he finds, reluctant to deploy physical violence to enforce state security. Police agents rarely use repression against domestic opponents of the state, and the Japanese public continues to support, by large majorities, constitutional limits on overseas deployment of the military. Katzenstein traces the relationship between the United States and Japan since 1945 and then compares Japan with postwar Germany. He concludes by suggesting that while we may think of Japan's security policy as highly unusual, it is the definition of security used in the United States that is, in international terms, exceptional.

In his second book to deal with Japanese corrections, Elmer H. Johnson explores the cultural heritage and structure of the criminal justice administration that underlies Japan's reluctance to use imprisonment, which he first examined in Japanese Corrections: Managing Convicted Offenders in an Orderly Society. Here Johnson introduces the concept of criminalization, its implications, and its two versions that differentiate four of the six cohorts who have entered prison in increasing numbers in recent decades: yakuza (Japanese mafia), adult traffic offenders, women drug offenders, and juvenile drug and traffic offenders. Foreigners and elderly inmates, the other two cohorts, elude criminalization as groups but also have become prisoners in greater numbers for other reasons.

This collection brings together Peter J. Katzenstein's selected essays on the regional and domestic dimensions of Japan's security policy. Using a theoretical and comparative perspective, it covers recent developments in Japanese security.

Police and People in London is still the largest and most detailed study of a police force and its relations with the public that has yet been undertaken in Britain. The twenty-three years since its publication has seen a constantly-accelerating rate of change in the legal framework of policing, in the arrangements for democratic accountability of the police, in the technologies involved in crime and policing, in management structures and methods in the police service, in financial control systems imposed by central government and in methods of assessing police performance. Over the same period, crime control has moved from the bottom to the top of the political agenda, leading to increasing pressure on the police to be seen to be effective. Transformations of Policing returns to the central issues discussed in 1983 and considers whether the main conclusions need to be revised in the light of what has happened since. It also reviews areas of debate and research that have emerged more recently and highlights areas of turbulence that are creating fundamentally different patterns from before and raising genuinely new questions.

This two-volume set LNCS 12184 and 12185 constitutes the refereed proceedings of the Thematic Area on Human Interface and the Management of Information, HIMI 2020, held as part of HCI International 2020 in Copenhagen, Denmark.* HCII 2020 received a total of 6326 submissions, of which 1439 papers and 238 posters were accepted for publication after a careful reviewing process. The 72 papers presented in the two volumes were organized in the following topical sections: Part I: information presentation and visualization; service design and management; and information in VR and AR.
