In recent years, sunset clauses have mostly been associated with emergency legislation introduced in the wake of terrorist attacks. However, as this book demonstrates, they have a long history and a substantial constitutional impact on the separation of powers and the rule of law. In addition, the constitutional value of such clauses is examined from certain neglected normative aspects pertaining to concepts such as deliberative and consensus democracy, parliamentary sovereignty and constitutional dialogue. The work is an amalgam of three perspectives: the historical, the positive and the normative. All three are intertwined and each subsequent part builds upon the findings of the previous one. The historical perspective investigates the historical development of sunset clauses since the first Parliaments in England. The ancient mathematical basis of the Aramaic calendars in the Dead Sea Scrolls is analysed in this investigation. Helen R. Jacobus re-examines an Aramaic zodiac calendar with a thunder divination text (4Q318) and the calendar from the Aramaic Astronomical Book (4Q208 - 4Q209), all from Qumran. Jacobus demonstrates that 4Q318 is an ancestor of the Jewish calendar today and that it helps us to understand 4Q208 - 4Q209. She argues that these calendars were taught in antiquity as angelic knowledge described in 1 Enoch and the Book of Jubilees. The study also encompasses Babylonian, Hellenistic, Byzantine astronomy and astrology, and classical and Jewish writings. Finally, a medieval Hebrew zodiac calendar related to 4Q318 with an astrological text is published here for the first time.

From the patristic age until the Gregorian calendar reform of 1582, computus -- the science of time reckoning and art of calendar construction -- was a matter of intense concern. Bede's The Reckoning of Time (De temporum ratione) was the first comprehensive treatise on this subject and the model and reference for all subsequent teaching discussion and criticism of the Christian calendar.
