The audited consolidated financial statements of the International Monetary Fund as of April 30, 2017 and 2016 include the related consolidated statements of comprehensive income, of changes in reserves, resources, and retained earnings, and of cash flows for the years then ended. The IMF’s financial statements were audited by external auditing firm PricewaterhouseCoopers, LLC, which certified that they were prepared and presented in accordance with International Financial Reporting Standards as issued by the International Accounting Standards Board. The standards include the design, implementation, and maintenance of internal control relevant to the preparation and fair presentation of consolidated financial statements that are free from material misstatement, whether due to fraud or error.

The Annual Report on Exchange Arrangements and Exchange Restrictions has been published by the IMF since 1950. It draws on information available to the IMF from a number of sources, including that provided in the course of official staff visits to member countries, and has been prepared in close consultation with national authorities.

During the past financial year, the IMF’s 189 member countries faced a number of pressing challenges. IMF work on these challenges - slower trade, declining productivity, gender inequality, inclusive growth, and debt management - is a central focus of this 2017 Annual Report.

The October 2017 Global Financial Stability Report finds that the global financial system continues to strengthen in response to extraordinary policy support, regulatory enhancements, and the cyclical upturn in growth. It also includes a chapter that examines the short- and medium-term implications for economic growth and financial stability of the past decades’ rise in household debt. It documents large differences in household debt-to-GDP ratios across countries but a common increasing trajectory that was moderated but not reversed by the global financial crisis. Another chapter develops a new macroeconomic measure of financial stability by linking financial conditions to the probability distribution of future GDP growth and applies it to a set of 20 major advanced and emerging market economies. The chapter shows that changes in financial conditions shift the whole distribution of future GDP growth.

This paper discusses that the Independent Evaluation Office (IEO) has also launched three new evaluations—which will analyze the IMF’s role on fragile states, its financial surveillance activities, and its advice on unconventional monetary policies—and two evaluation updates—which will look into the IMF’s exchange rate policy advice and structural conditionality. The evaluation found that, for the most part, the IMF’s euro area surveillance identified the right issues during the pre-crisis period but did not foresee the magnitude of the risks that would later become paramount. The IMF’s surveillance of the financial regulatory architecture was generally of high quality, but staff, along with most other experts, missed the buildup of banking system risks in some countries. The report found several issues with the way decision making was managed by the IMF. In May 2010, the IMF Executive Board approved a decision to provide exceptional access financing to Greece without seeking preemptive debt restructuring, even though its sovereign debt was not deemed sustainable with a high probability.

TERI Energy & Environment Data Diary and Yearbook (TEDDY) is an annual publication brought out by The Energy and Resources Institute (TERI) since 1986. It is the only comprehensive energy and environment yearbook in India that provides updated information on the energy supply sectors (coal and lignite, petroleum and natural gas, power, and renewable energy sources), energy demand sectors (agriculture, industry, transport, household), and local and global environment sectors (environment and climate change). The publication also provides a review of the government policies that have implications for the sectors of the Indian economy. In TEDDY, an account of India’s commercial energy balances is given, which provide comprehensive information on energy flows within different sectors of the economy and how they have been changing over time. These energy balances and conversion factors are a valuable ready reckoner for researchers, scholars, and organizations working in the energy sector. After the introductory chapters, for the ease of readers, TEDDY has been divided into sections on energy supply, energy demand, and local and global environment. Interactive graphs, figures, maps, and tables have been used throughout the chapters to explain facts, which make the book an interesting read. In addition, detailed tables at the end of each chapter represent statistical data on each of the above-mentioned sectors. The publication is accompanied by a complimentary CD containing full text. The publication has more than 15,000 readers across the globe and is often cited in international peer-reviewed journals and policy documents.
