This edited volume explains the importance of regional public goods (RPGs) for sustainable development and shows why they are particularly important in the context of 21st-century international relations. By presenting a new and original data set and by presenting original essays by renowned scholars, this book lays the foundation for what will become an increasingly important focus for both economic development and international relations as well as for their intersection. The volume contains four parts. The first introduces the core issues and concepts that are explored throughout the book as well as a new and original data set on RPGs. The second part further develops specific concepts important for understanding 21st-century RPGs: regional leadership, alliances, networks, and outcomes. The third examines how cooperation takes place worldwide for a range of important RPGs. Finally, the fourth part discusses how public goods are produced in specific regions, stressing that each region has a distinct context and that these contexts overlap in a decentered "multiplex" manner. Global economic cooperation will be different in the 21st century, and this volume will be of interest to students and scholars of global governance, economic development, international political economy, sustainable development, and comparative regionalism.

This book looks at the prospects for international cooperation over nuclear weapons proliferation in the 21st century. Nuclear weapons served as stabilizing forces during the Cold War, or the First Nuclear Age, on account of their capability for destruction, the fear that this created among politicians and publics, and the domination of the nuclear world order by two superpowers: the United States and the Soviet Union. The end of the Cold War, the dissolution of the Soviet Union, and the potential for nuclear weapons acquisition among revisionist states, or even non-state actors including terrorists, creates the possibility of a 'wolves eat dogs' phenomenon in the present century. In the 21st century, three forces threaten to undo or weaken the long nuclear peace and fast-forward states into a new and more dangerous situation: the existence of large US and Russian nuclear weapons arsenals; the potential for new technologies, including missile defenses and long-range, precision conventional weapons, and a collapse or atrophy of the nuclear nonproliferation regime, and the opening of the door for nuclear weapons to spread among more than the currently acknowledged nuclear states. This book explains how these three 'weakening' forces interact with one another and with US and Russian policy-making in order to create an environment of large possibilities for cooperative security - but also of considerable danger. Instead, the choices made by military planners and policy-makers will create an early twenty-first century story privileging nuclear stability or chaos. The US and Russia can, and should, make incremental progress in arms control and nonproliferation. This book will be of much interest to students of nuclear proliferation and arms control, strategic studies, international security and IR in general. Stephen J. In this edited book, leading scholars and analysts trace the origins, evolution and the current state of Indo-US strategic cooperation. During the Cold War, owing to opposing grand strategies, the two states frequently found themselves at odds. With the end of the Cold War and the demise of the Soviet Union, Indo-US security cooperation started in a fitful fashion, but in recent years it has acquired considerable stability. The armed forces of the two states have participated in exercises on land, sea and air and have also carried out joint humanitarian missions. Drawing on new information and with contributions from both academics and policy makers, this wide-ranging volume analyzes the strategic convergence of the world’s two largest democracies, whilst explaining why important differences do remain. These notably include questions pertaining to the future of India’s nuclear and ballistic missile programs, US-Pakistan ties and India’s links with Iran. This volume will be of great interest to students of South Asian politics, Asian security, US foreign policy and security studies in general.

Joseph Schumpeter oscillated in his view about the type of economic system that was most conducive to growth. In his 1911 treatise, Schumpeter argued that a more decentralized and turbulent industry structure where the pro cess of creative destruction was triggered by vigorous entrepreneurial ac tivity was the engine of economic growth. But by 1942 Schumpeter had modified his theory, arguing instead that a more centralized and stable industry structure was more conducive to growth. According to Schum peter (1942, p. 132), under the managed economy there was little room for entrepreneurship because, "Innovation itself is being reduced to routine. Technological progress is increasingly becoming the business of teams of trained specialists who turn out what is required to make it work in pre dictable ways" (p. 132). Schumpeter (1942) reversed his earlier view by arguing that the integration of knowledge creation and appropriation be stowed an inherent innovative advantage upon giant corporations, "Since capitalist enterprise, by its very achievements, tends to automize progress, we conclude that it tends to make itself superfluous - to break to pieces under the pressure of its own success.
