A Chinese Bureaucracy For Innovation Driven Development

eBook Download

BOOK EXCERPT:

This Element scrutinizes the attempts by the Chinese party-state bureaucracy since the 2000s to advance innovation and technological upgrading. It examines insights from the developmental state debate-the need for a bureaucracy to achieve internal coherence, and the capacity of that bureaucracy both to forge coalitions between bureaucrats, businessmen, and scientists, and to discipline domestic companies. Moreover, it assesses efforts to foster technological upgrading in semiconductors and electric vehicles. While there are significant differences between China and earlier successful developmental states, with the former facing problems such as the legacies of short-termism, limited monitoring capabilities, and flawed discipline over business, the authors find that, compared with other emerging capitalist economies, the Chinese bureaucracy has developed relatively strong capabilities to advance 'innovation-driven development'. This Element seeks to provide avenues for comparing it with other late developers.

Reinventing The Chinese City

eBook Download

BOOK EXCERPT:

Since the late 1970s, China has undergone perhaps the most sweeping process of urbanization ever witnessed. This is typically understood as a story of growth, encompassing rapid development and economic dynamism alongside environmental degradation and social dislocation. However, over the past decade, China’s leaders have claimed that the country’s urbanization has entered a new stage that prioritizes “quality.” What does China’s new urban vision entail, and what does the future hold in store? Richard Hu unpacks recent trends in urban planning and development to explore the making and imagining of the contemporary Chinese city. He focuses on three key concepts—the “green revolution,” “smart city movement,” and “great innovation leap forward”—that have become increasingly influential. Through case studies of Beijing, Hangzhou, and Hefei, Hu analyzes how attempts to achieve greater sustainability, promote data-driven governance, and foster innovation have fared on the ground. He also considers the experimental city Xiong’an in terms of China’s idealized vision of the urban future and investigates how the recent experiences of Hong Kong relate to regional and national development projects. Reinventing the Chinese City provides a careful accounting of the ideas that have dominated urban policy in China since 2010, emphasizing key continuities underlying claims of novelty. Shedding light on the transformations of the Chinese city, this book offers a new perspective on the factors that will shape the trajectory of urbanization in the coming decades.

China S Drive For The Technology Frontier

eBook Download

BOOK EXCERPT:

China has become an innovation powerhouse in high-tech industries, but the widely held view assumes the Chinese model is built on technological borrowing and state capitalism. This book debunks the myths surrounding the Chinese model with a fresh take on China’s strategies for technological innovation. The central argument is that indigenous innovation plays a critical role in transforming the Chinese high-tech industry. Like any successfully industrialized nation in history, indigenous innovation in China allows industrial enterprises to assimilate knowledge developed elsewhere, utilize science and technology resources and human capabilities accumulated in the country, and eventually approach the technological frontier. The question is, how do Chinese businesses and governments engage in indigenous innovation? Employing the "social conditions of innovative enterprise" framework developed by William Lazonick and colleagues, this book analyzes how the interaction of strategy, organization, and finance in leading Chinese high-tech firms underpinned by national institutions enables indigenous innovation with Chinese characteristics. It features detailed case studies of two critical high-tech industries—the telecom-equipment industry and the semiconductor industry—and within them, the business histories of leading Chinese innovators. The in-depth look into China’s experience in indigenous innovation provides valuable lessons for advanced and emerging economies.
