A Decent Provision is a narrative history of how and why Australia built a distinctive welfare regime in the period from the 1870s to 1949. At the beginning of this period, the Australian colonies were belligerently insisting they must not have a Poor Law, yet had reproduced many of the systems of charitable provision in Britain. By the start of the twentieth century, a combination of extended suffrage, basic wage regulation and the aged pension had led to a reputation as a 'social laboratory'. And yet half a century later, Australia was a 'welfare laggard' and the Labor Party's welfare state of the mid-1940s was a relatively modest and parsimonious construction. Models of welfare based on social insurance had been vigorously rejected, and the Australian system continued on a path of highly residual, targeted welfare payments. The book explains this curious and halting trajectory, showing how choices made in earlier decades constrained what could be done, and what could be imagined. Based on extensive new research from a variety of primary sources it makes a significant contribution to general historical debates, as well as to the field of comparative social policy.

This book contains the proceedings of the International Conference on Law, Social Science, Economics, and Education (ICLSSEE 2022) on 16 April 2022 in Indonesia. This conference was held in collaboration between Nusantara Training and Research (NTR) with Borobudur University Jakarta, 17 Agustus 1945 University (UNTAG), and the Research and Development Agency of the Ministry of Home Affairs. The papers from the conference were collected in a proceedings book entitled: Proceedings of The International Conference on Law, Social Science, Economics, and Education (ICLSSEE 2022). The presentation of such a conference covering multi-disciplines will contribute a lot of inspiring inputs and new knowledge on current trending in Law, Social Science, Economics, and Education. Thus, this will contribute to the next young generation's researchers to produce innovative research findings. Hopefully, the scientific attitude and skills through research will promote the development of knowledge generated through research from various scholars in various regions. Finally, we would like to express our greatest gratitude to all the steering committee colleagues for their cooperation in administering and arranging the conference. Hopefully, this seminar and conference will be continued in the coming years with many more insightful articles from inspiring research. This book proposes a new way of thinking about the controversial and complex challenges associated with the regulation of high-cost credit, specifically payday lending. These products have received significant attention in both the media and political arena. The inadequacy of regulatory interventions has created ongoing problems with the provision of high-cost credit, particularly for consumers with lesser bargaining power and who are already financially vulnerable. The book tackles two specific gaps in the existing literature. The first involves inadequate analysis of the relevant philosophical concepts around high-cost credit, which can result in an over-simplification of what are particularly complex issues. The second is a lack of engagement in both the market and lived experience of borrowers, resulting in limited understanding of those who use these financial products. The Future of High-Cost Credit explores the theoretical grounding, policy initiatives and interdisciplinary perspectives associated with high-cost credit, making a novel and insightful contribution to the existing literature. The problems with debt extend far beyond the legal sphere, and the book will therefore be of interest to many other academic disciplines, as well as for those working in public policy and 'the third sector'.
