During the course of the last decades, the state experienced a revival on the scene of international development as there has been a growing acknowledgment amongst the international development community that the state plays a key role in enabling development in a specific society. Therefore, the role of the state and especially the concept of state-building have occupied a central place in the development discourse. In that respect, a growing interest has manifested itself in the discussion and analysis around so-called "fragile states". The author discussed the development discourse around that state-building paradigm in general and focuses through its field research in Colombia specifically on the question of the state legitimacy in so-called fragile contexts.

A Fragile Balance examines strategies to promote emergency savings, especially among underserved households. Each chapter is by an expert contributor and proposes an innovative financial product or service designed to bolster emergency savings among low-asset families. The Papers collected in this volume are those presented at the tenth Collo quium arranged by the Societe Universitaire Europeenne de Recherches Fi nancieres (SUERF), which took place in Vienna in April 1982. The Society is supported by a large number of central banks, commercial banks, and other financial and business institutions, as well as by academics and others interested in monetary and financial problems. Since its estab lishment in 1963 it has developed as a forum for the exchange of informa tion, research results and ideas, valued by academics and practitioners in these fields, induding central bank officials and civil servants responsible for formulating and applying monetary and financial policies. A major activity of SUERF is to organise and conduct Colloquia on sub jects of topical interest to members. The titles, places and dates of previous Colloquia for which volumes of the collected Papers were published are noted on page 421. Volumes were not issued for Colloquia held at Tar ragona, Spain in October 1970 under the title "Monetary Policy and New Developments in Banking" and at Strasbourg, France in January 1972 un der the title "Aspects of European Monetary Union."

While conventional assessments of the national quality of life focus on the economic and material dimensions of our society, A Fragile Social Fabric? expands that evaluation to include the social covenant of rights and obligations. The authors examine two sides of the social covenant: what Canadians expect from their society – fairness, recognition for their contribution to society, trust that others will not take advantage of them, and a sense of belonging – and what is expected from them – a sense of indebtedness to society that reflects an appreciation of how they have benefited as members of their society, a sense of obligation to help others, and a willingness to contribute to the functioning of the community and society. Based on this analysis, the authors identify a number of steps that can be taken to strengthen the Canadian social fabric.This study is especially pertinent today given the pervasive market culture that is eroding the civic culture underlying the social covenants in contemporary Western societies. It goes beyond conventional assessments that focus on economic and material dimensions of our society.

The Lake Chilwa Basin Climate Change Adaptation Programme was a seven-year research and development programme in Malawi that concluded in March 2017. The programme was designed to protect the livelihoods of the population and enhance resilience of the natural resource base upon which it depends. The Lake Chilwa Basin is an important wetland ecosystem which is a designated Ramsar Site under the Ramsar Wetland Convention and a Man and Biosphere Reserve designated by UNESCO. This book provides a review of the research and programme interventions done based on the ecosystem approach (EA), a strategy for the integrated management of land, water and living resources. This is designed to promote biodiversity conservation and sustainable use in an equitable way in its implementation of mitigation and climate change adaptation interventions. It is shown how: local and district institutions were strengthened to better manage natural resources and build resilience to climate change; cross-basin and cross-sector natural resource management and planning for climate change throughout the Basin were built; household and enterprise adaptive capacity in Basin hotspots was built; and improved forest management and governance contributed in mitigating the effects of climate change. The study followed all the twelve key EA principles with involvement of all key stakeholders. It is one of the first programmes to apply EA on such a wide temporal and spatial scale and provides key lessons to be learned for the protection of other fragile ecosystems in an era of climate change.
