This guide is intended to help planners and trainers assess the training needs of industrial organizations. Addressed in the individual chapters are the following topics: types of training needs (three levels of needs--organizational, occupational, individual, organizational training needs and objectives, and present and future needs); present training needs (multiple-cause problems, symptoms of present needs, quantification of symptoms, training or other needs, and other weaknesses); future training needs (nature and agent of change); basic labor force planning (procedures for forecasting requirements and labor force supply); the process of identifying training needs (management responsibility, models of the process, presentation of information and determination of priorities, and reasons why assessing training needs should be an ongoing process); and approaches to training needs (different training needs; the organization development, welfare, administrative, and political approaches; metagoals as a new set of needs; responsibility for identifying needs; and some methods of data collection). Appendixes to the guide include discussions of some characteristics of five approaches to training, some data collection methods and systematic training in 10 steps.
