This book argues that a New Deal for research in Europe is needed. This New Deal would involve the mobilisation of policy actors across all levels-–regional, national and European-–and their commitment to develop a more effective research system based on actions where they have the greatest impact. The book presents, from a viewpoint inside the European Commission, the nuts and bolts of how EU research policy is actually designed. It also provides a comprehensive analysis, on the basis of factual evidence, not only of the positive impacts of European research, but of the various criticisms that have been made of the Framework Programme.

This Handbook assembles state-of-the-art insights into the co-evolutionary and precarious relations between science and public policy. Beyond this, it also offers a fresh outlook on emerging challenges for science (including technology and innovation) in changing societies, and related policy requirements, as well as the challenges for public policy in view of science-driven economic, societal, and cultural changes. In short, this book deals with science as a policy-triggered project as well as public policy as a science-driven venture.

Since the European Research Area was launched at the beginning of the century, significant efforts have been made to realise the vision of a coherent space for science and research in Europe. But how does one define such a space and measure its development? This timely book analyses the dynamics of change in the policy and governance of science and research within Europe over the past decade. This title is about the most important concept underpinning current European Union research policy. It focuses on the notion of the European Research Area, a European 'internal market' for research, whose achievement will become the main objective of EU research policy once the Lisbon Treaty enters into force.

The work endeavours to assess the impact of EU funded research on both, social science policy research and the policy making process at national level. Attempts, in the past, to include the social sciences in the decision making process have raised questions about the validity of scientific knowledge, in terms of its objectivity, and in terms of its legitimizing element. The starting point of this investigation, therefore, is the relationship between research and policy making. Subsequently, it considers the development of social science research in the field of immigration. At EU level it analyses the changes in the dynamics of migration and how the EU research Framework Programmes have responded. At national level it seeks to place the concept of citizenship and nationality law within the tradition of the social sciences in Italy and to understand how social science research has contributed to the development of policies. The investigation also analyses the research policy approach at institutional level in Italy and the involvement of Italian universities and organizations in the FP6 and FP7 to determine if there takes place an internationalization/Europeanization of social science research on immigration and/or the construction of a ‘non-national discourse’. There is a formation of a discourse in the field of immigration research which follows the Commission directives but due to the Italian policy making process closed to academic and experts influence this discourse does not permeate the process of immigration policies making.

Founded in 2007 to fund basic research, the European Research Council (ERC) has become the most revered instrument in European science policy and one of the world’s most important focal points for the funding of scientific research. Its grants are much sought-after by researchers and scholars and it is widely considered to have had a major impact on research communities and institutions across Europe. How did this remarkable organization, the creation of which was widely regarded as a ‘miracle’, come into being, what has it achieved and how is it likely to adapt in the face of current and future challenges? This book is the first comprehensive history of the creation and development of the ERC. Drawing on first-hand knowledge, Thomas König gives a detailed account of how a group of strong-minded European scientists succeeded in creating the ERC by pushing for a single goal: more money for scientific research with fewer strings attached. But he also shows how this campaign would have failed had it not been taken up by skilful officials of the European Commission, who recognized the ERC as a way to gain more influence in shaping European science policy. Once established, the ERC developed a carefully crafted self-image that emphasized its reliance on peer review and its differences from all other EU research programmes. In addition to analysing the creation and development of the ERC, this book critically examines its achievements and its claims. In the course of its development the EU has had to deal with an expanding policy agenda, covering ever more subjects and an increased diversity of instruments. It has also had to deal with an increased number of member states and an extended range of partners (regional authorities, non governmental organisations). These developments have greatly increased the risk of inconsistencies between the various policies pursued and between the various levels of competence for the same policy. Inconsistent policies are less effective than they ought to be. So, they imply a welfare loss. The EU has tried to cope with the challenge of consistency by adapting its governance. Traditionally it uses mainly the regulatory method. The effectiveness of this method has recently come into question. So alternative methods are now favoured. One is the financial method; which implies more expenditure via the EU budget. The other is coordination. The application of both methods has certain advantages and disadvantages. The problem for policy makers is then to determine the choice between the modes first and the optimal level of budgetary and coordination efforts next. Notwithstanding its obvious policy relevance the problem has got little attention from academia. This book sets out to contribute to a solution by following two approaches. The first is a systematisation of the theoretical and conceptual underpinnings of the financial and coordination methods. The second is an empirical investigation into a range of European policy processes, implying to different degrees budgetary outlays and coordination.

In a globalized knowledge-economy, the European Union (EU) needs a new approach to its international science and technology (S & T) policies by focusing on improved coherence across the different tiers of government and by demonstrating leadership in tackling serious global challenges. The contributors to this book analyze European S & T policies in several areas of global concern as well as by exposing both the pitfalls of policy coordination and its potential to contribute to a more coherent international S & T policy. In the aftermath of the Maastricht Treaty, Europe saw tremendous integration, but the last few years have seen a new power game between federalist and confederalist actors. Although the Lisbon Treaty increased the power of the federalist-inclined European Parliament, the politics of the European Council are marked by a confederalist approach that re-affirms the power of the individual member states. As the European Council gains in strength, it supports the idea that EU policies should act as a means to protect individual national interests rather than as a positive-sum game to the benefit of all member states. This ‘national egoism’ as a political strategy is paralleled by the rise of nationalism in many member states, as a result of which we are faced with an increase in social inequality due to unequal social rights and social exclusion of minorities, an increase of social control disguised as security policy, nostalgic cultural policies that emphasize the national cultural heritage, and migration control that threatens the Schengen Agreement. These developments pose a challenge for European social science scholars, both theoretically and based on practical experience from their research activities. International cooperation has improved theoretical and methodological knowledge in a major way, and academic exchange and migration have led to innovation in science and research. Since academic communities support further internationalization and Europeanization, and are opposed to all types of barriers between the nation states, there is a need to theoretically, conceptually, and empirically research the idea of a ‘European society’. This book was originally published as a special issue of Innovation: The European Journal of Social Science Research.

This volume presents recent scholarship on the changing research mission of the university and on the implications of these changes for the university itself. As these papers make clear the leading nations increasingly view the research mission of the university as a principal component of national innovation policies. The papers therefore examine the current preoccupation of higher education policy with concentrating knowledge production to enhance national innovation and competitiveness and with assessing research. The authors explore how this new policy emphasis has influenced: research funding mechanisms; research evaluation; initiatives designed to encourage university knowledge transfer; and reforms of doctoral education. The papers analyse the impact of these reforms and the response of universities to the changing policy environment.
