According to the European Commission, Europe is facing a transversal crisis that obliges the rethinking and redefinition of its narrative. As a result of the economic crisis that has affected Europe during the past years, Europe has in turn faced a structural crisis that forces the reconsideration of its own existence. The foundation of the European project, the promises of Democracy and Human Dignity, need to be assessed. The internal crisis and global challenges require a paradigm shift to establish a new foundation upon which to keep those promises alive. This crisis is multidimensional: environmental, cultural, political, social, economic, etc. and the European Union should tackle it as such. The book aims at contributing to that debate by offering a new conceptual approach to the core ideas of European integration process (sovereignty, diversity, common challenges, etc). By doing so, the edited volume settles the ground for some institutional and legal transformations that may reflect this new narrative for a new Europe.

Europe's Utopias of Peace explores attempts to create a lasting European peace in the aftermath of the Napoleonic wars and the two world wars. The book charts the 250 year cycle of violent European conflicts followed by new utopian formulations for peace. The utopian illusion was that future was predictable and rules could prescribe behaviour in conflicts to come. Bo Stråth examines the reiterative bicentenary cycle since 1815, where each new postwar period built on a design for a project for European unification. He sets out the key historical events and the continuous struggle with nationalism, linking them to legal, political and economic thought. Biographical sketches of the most prominent thinkers and actors provide the human element to this narrative. Europe's Utopias of Peace presents a new perspective on the ideological, legal, economic and intellectual conditions that shaped Europe since the 19th century and presents this in a global context. It challenges the conventional narrative on Europe's past as a progressive enlightenment heritage, highlighting the ambiguities of the legacies that pervade the institutional structures of contemporary Europe. Its long-term historical perspective will be invaluable for students of contemporary Europe or modern European history.

Ongoing transformations of the political organization of Europe, where both the nation-state and the European Union are challenged, make it possible to explore phenomena that are difficult to see in stable periods. An upsurge in accountability-demands, where political leaders are required to explain and justify what they are doing, is one such phenomenon. Mainstream approaches to democratic accountability, assuming settled principal-agent relations may give insight into the routines of institutional accountability. This book argues that it is not enough to analyze how accountability processes contribute to routinized maintenance of an established order within relatively stable, simple, and well-known situations. We need to understand accountability in eras of institutional confusion and contestation and in dynamic, complex, and unknown situations. First, variations in the relations between democratic accountability and political association, organization, and agency are endogenous to politics. Second, accountability processes take place within both settled and unsettled orders. They can be both order-maintaining and order-transforming. Third, accountability involves sense-making as well as decision-making. Fourth, accountability may involve mass mobilization or go on largely unnoticed by the public. Fifth, accountability processes may or may not foster new ideas about political order, government, and the role of rank-and-file citizens in political life. They may or may not affect what democracy will mean and imply in the future. The aim of this book is twofold: to contribute to the theorization of democratic accountability and to discuss what accountability processes tell us about political order and orderly change in general.

The European Union plays an increasingly central role in global relations from migration to trade to institutional financial solvency. The formation and continuation of these relations – their narratives and discourses - are rooted in social, political, and economic historical relations emerging at the founding of European states and then substantially augmented in the Post-WWII era. Any rethinking of our European narratives requires a contextualized analysis of the formation of hegemonic discourses. The book contributes to the ongoing process of "rethinking" the European project, identity, and institutions, brought about by the end of the Cold war and the current economic and political crisis. Starting from the principle that the present European crisis goes hand in hand with the crisis of its hegemonic discourse, the aim of the volume is to rescue the complexity, the richness, the ambiguity of the discourses on Europe as opposed to the present simplification. The multidisciplinary approach and the long-term perspective permits illuminating scope over multiple discourses, historical periods, and different "languages", including that of the European institutions. This text will be of key interest to scholars and students of European Union politics, European integration, European History, and more broadly international relations.

The multiple facets of this volume belong to five large themes. The first theme, that of persuasion and manipulation, is studied here through electoral campaigns (i.e., mental filters used in voting manipulation, the mechanisms of vote mobilisation, manipulation and storytelling models). The institutionalization of education represents the second theme, approached here through specific interdisciplinary instruments: the intersection of higher education with public learning, the answers of the knowledge society to the issues of contemporary work problems, the institutional relationships used to solve educational problems specific to childhood and adolescence, as well as the role of media competencies in professional development. The third theme is related to the inheritance and transmission of cultural identity, instrumentalized through issues such as: the duty of intergenerational justice with regard to cultural heritage, education and vocational training in library science, the social inclusion role of public and digital libraries. The collective and cultural identity of communities represents the fourth large theme, being approached through a triple perspective: the philosophical background of restoring the political dignity of communities, the communication space as a point of a needle towards the community space, and the communicational issue of the European capital of culture programmes. Lastly, the fifth theme belongs to practical and applied philosophy, specifically philosophical counselling, debating issues such as: the identification of the communicational background for this type of counselling, the secular approach to the problem of evil from a philosophical counselling perspective, the discussion of Platon's attitude towards suicide and of frank speech in the Epicurean school, the socio-anthropological perspective of immortality, as well as the formal approach of the relationship between real and imaginary.

The future of European foreign policy is of vital significance to the developing world order. The failure of US policy in Iraq has underscored the need for Europe to play a constructive global role. Nevertheless, divisions within Europe over the Iraq war and over the future development of the European Union have raised questions about the potential for an effective European foreign policy—whether organized through EU institutions or via individual member states. This book will consider why Europe should assume global responsibilities, how they will be organized institutionally, whether they will be adequate to address pressing regional and security concerns, and how they will reflect the foreign policy interests of Europe’s major powers. It is the intention of this book to cover both thematic and country-specific issues, ranging from Europe’s responsibility as a global actor and EU-NATO relations to the specific influence of Germany, France, Italy and the United Kingdom. The contributors come from across the European Union and represent a mix of established and rising scholars. This book was published as a special issue of the Journal of European Integration.

Starting from the central importance of memory in contemporary societies, this book encourages a transdisciplinary reflection on how the “presentification of the past” is never a simple reenactment but corresponds to the interaction between memory and cultural sensitiveness, present beliefs and needs, expectations, and forecasts for the future. It studies cultural (re)construction through collective stories, including academic debates, media narratives, collective mobilizations, state narratives of history, architectural reconstructions, and artistic expressions. It looks at how technological innovations have profoundly changed the practices of conservation and dissemination of collective memory, with particular reference to cultural digitization. Finally, it shows that the relevance and selection of events, the organization of connections and cross-references between past, present, and future, as well as the importance of diversified collective imaginaries are the keys to narrative constructions of memory that prove to be sensitive and decisive for its continuity and its intergenerational transmission. This interdisciplinary collection is for students and scholars of the social sciences, cultural studies, and the humanities interested in memory studies.
