The European Yearbook of Constitutional Law (EYCL) is an annual publication devoted to the study of constitutional law. It aims to provide a forum for in-depth analysis and discussion of new developments in the field, both in Europe and beyond. This second volume examines the constitutional positioning of cities across space and time. Unrelenting urbanisation means that most people are, or soon will be, living in cities and that city administrations become, in many respects, their quintessential governing units. Cities are places where State power is operationalised and concretised; where laws and government policies transform from parchment objectives to practical realities. In a similar vein, cities are also places for the realisation of the constitutional rights and liberties enjoyed by individuals. The book is organised around three sets of relations that await further unpacking in theory as well as practice: that between cities and other institutions in the national constitutional architecture; that between cities and their inhabitants; and that between cities and international organisations. Over the past two decades, non-governmental organizations (NGOs) have exploded in number and emerged as a new force in international and transnational politics. Why, however, do some countries nonetheless have more active NGO sectors than others? Using the case of Japan, this book uncovers patterns of convergence and divergence in levels of activism across industrialized countries and offers a two-level political explanation for the rise of NGOs as a global phenomenon. The author argues that activism has been cultivated from "above" and shows the ways in which political structures and processes at the domestic and international level have either encouraged or discouraged activism. Japan, a late developer in terms of its number of NGOs, provided a poor political environment for NGO activism for most of the post-war period. In the past two decades, however, as this situation has changed, NGOs have become a visible player as both critics and partners of the government.. Using the concepts of international political opportunity, norm socialization and transnational diffusion, Reimann traces the ways in which domestic and international politics interact and promote the rise of NGOs globally. City-country consolidation builds upon the Progressive tradition of favoring structural reform of local governments. This volume looks at some important issues confronting contemporary efforts to consolidate governments and develops a theoretical approach to understanding both the motivations for pursuing consolidation and the way the rules guiding the process shape the outcome. Individual chapters consider the push for city-county consolidation and the current context in which such decisions are debated, along with several alternatives to city-county consolidation. The transaction costs of city-county consolidation are compared against the costs of municipal annexation, inter-local agreements, and the use of special district governments to achieve the desired consolidation of services. The final chapters compare competing perspectives for and against consolidation and put together some of the pieces of an explanatory theory of local government consolidation.

The aim of the Dublin-Belfast Development Corridor is to link several towns and cities by various modes of communication in order to create a poly-centric mega-city region in Ireland on a scale large enough to compete with the major urban clusters of continental Europe.
