Climate change is expected to bring new challenges and opportunities for the livelihoods of rural communities in Uganda, where more than 80% of the population depends on rain-fed agriculture. The purpose of this review was to analyze national policies on climate change adaptation, agriculture, forests, management of forested and agroforested landscape ecosystems and their goods and services, and the roles of stakeholders in the national arena. Recognizing the role of forest cover in climate change mitigation and adaptation, this review is based on stakeholder engagement and analysis of published literature on the policy, institutional and socioeconomic drivers of forest cover change around Mount Elgon. The bulk of Uganda’s forests are on land under private ownership and deforestation has occurred mainly in such forests. Several national laws and international conventions ratified by Uganda offer a framework under which forests are managed. Management of protected forests is shared between central and local authorities. Several natural resource policies are likely to have significant unintended impacts that may enable or limit the adaptation of stakeholders and ecosystems to climate change. The current climate change policy, which is an overarching document that addresses climate change in Uganda, suggests that policy responses, either sector specific or crosscutting in nature, be harmonized in order to better address the challenges associated with climate change adaptation and mitigation.

Climate change will impact many sectors of the economy: rural agriculture, biodiversity, hydrology, etc. Farmers are particularly affected since agriculture, livestock, fisheries, horticulture and agroforestry depend on specific soil, rainfall and temperature conditions. Mt. Elgon’s ecosystem is well known for its agricultural production hence our choice to study how the implementation of environmental policies affect the livelihoods of local communities.

Climate change and the related adverse impacts are among the greatest challenges facing humankind during the coming decades. Even with a significant reduction of anthropogenic greenhouse gas emissions, it will be inevitable for societies to adapt to new climatic conditions and associated impacts and risks. This book offers insights to first experiences of developing and implementing adaptation measures, with a particular focus on mountain environments and the adjacent downstream areas. It provides a comprehensive ‘state-of-the-art’ of climate change adaptation in these areas through the collection and evaluation of knowledge from several local and regional case studies and by offering new expertise and insights at the global level. As such, the book is an important source for scientists, practitioners and decision makers alike, who are working in the field of climate change adaptation and towards sustainable development in the sense of the Paris Agreement and the Agenda 2030.

The purpose of the report is to: - review and analyze forestry and climate change policies, institutions, governance, regulations, technical assistance, capacity building and communication with a particular focus on the pilot countries. - evaluate the new challenges, opportunities and constraints posed by climate change to forest management in the pilot countries - identify if and how forest managers are adjusting their management practices to accommodate climate change considerations and what changes they might make in the near and medium term - identify gaps in knowledge, policies or regulations required for adequate management responses to climate change.

This paper presents a methodology for public expenditure review and analysis for climate change adaptation and mitigation in the agricultural sector. It outlines the basic methodological concepts, including the classification of public expenditures in the context of their links to climate change adaptation and mitigation. It also illustrates how such analysis can usefully contribute to policy decision making to better achieve the climate change adaptation and mitigation goals using the case study of Uganda. The proposed classification allows for analysing the level and the composition of public expenditures that influence adaptation capacity of the sector to climate change, and actions that increase or decrease greenhouse gas emissions (GHG) in agriculture. This, in turn, allows for assessing whether the sector is stimulated in a way that allows achieving a country’s climate change adaptation and mitigation objectives and form a basis for further evaluation of the effectiveness of individual measures in reaching these objectives.

Mount Elgon is a transboundary East African montane ecosystem that harbors unique biological diversity and provides critical goods and services to the surrounding densely populated communities. As a key water tower, the effectiveness of forest- and land-management policies has direct impacts on agriculture, hydropower, fisheries and other sectors across large watersheds in Uganda and Kenya (and onward to the whole Nile River basin). The Uganda Wildlife Authority (UWA), the Kenya Wildlife Service (KWS) and the Kenya Forest Service (KFS) have developed a range of exclusionary protected area and partial-access participatory forest management approaches to enforce national conservation mandates in different portions of the Mount Elgon. The future resilience of forest assemblages will be challenged as climate change and increased variability in weather patterns interact that with societal interventions that may enable the introduction of exotic species, the expansion of diseases. The objective of this study was to assess the impact of different forest governance regimes on forest structure and composition over time (1997-2014). Two study sites in Uganda (Kapkwai and Bufuma) and Kenya (Chorlem and Kimothon) under differing forest governance arrangements were monitored from 1997 to 2014 using the International Forestry Resources and Institutions (IFRI) methodology. Each forest unit was sampled three to four times (1997, 2001/2, 2008, 2013/14), at 30 randomly established sample plots. Data was collected on seedlings (counts), saplings and shrubs (diameter at breast height [DBH] and height), trees (DBH and height) and forest use. This analysis of forest structure and composition included density, basal area, dominant species, species richness and the Shannon-Wiener species diversity index. When comparing the outcomes for participatory forest management and centralized forest management in Uganda versus Kenya, the results defy dogmatic generalizations as the outcomes differed in the two countries. Furthermore, this study highlighted the fragility of certain improvements in forest resilience. In this respect, recent declines in forest cover mean that these forest management regimes will need to continue improving their engagement with local communities in order to address both internal socioeconomic and urban-/private sector-driven deterioration of Mount Elgon's forests. This study also highlights the need for greater integration of development (climate-change adaptation) and conservation (climate-change mitigation) policies.

The present regional review and synthesis for sub-Saharan Africa (SSA) provides an overview of major issues and trends in the aquaculture sector between 2004 and 2014 with emphasis on outstanding issues over the last five years. The regional review reflects development in 41 countries in SSA for which production was reported to FAO in 2014. The production volume and value data have been derived from the latest FAO global aquaculture dataset 1950-2014 (FishStat).

The Integrating Agriculture into National Adaptation Plans (NAP-Ag) programme, jointly coordinated by UNDP and FAO, worked with eleven countries to identify and integrate climate adaptation measures into national planning and budgeting processes, in support of achieving the Sustainable Development Goals (in particular SDG 2 - Zero Hunger; and SDG 13 - Climate Action) and the Paris Agreement. The evaluation assessed programme relevance and the achievement and sustainability of programme results among other dimensions. The evaluation found that NAP-Ag’s country-driven, multi-sector and multi-level approach allowed for ample engagement of stakeholders, contributed to establish coordination mechanisms and promoted ownership of results. The programme supported the development of institutional capacities; directly influenced the integration of agriculture adaptation options into countries’ plans, practices and policies, and supported countries in accessing climate finance. NAP-Ag also contributed to global climate change adaptation efforts by supporting countries to accomplish the work outlined by UNFCCC. NAP-Ag also influenced the inclusion of gender aspects adaptation options in many countries. FAO should continue promoting the adoption of programme outcomes in countries’ systems and further support countries to mobilize financial support to scale up lessons learned from NAP-Ag. Private sector involvement should be increased to guarantee the implementation of certain climate adaptation options. Strategic stakeholders should be engaged to support gender mainstreaming efforts in agriculture climate adaptation options.
