Agriculture is expected to face increasing water risks that will impact production, markets, trade and food security - risks that can be mitigated with targeted policy actions on water hotspots. This report develops the hotspot approach, provides an application at the global scale, and presents a mitigation policy action plan. The People’s Republic of China, India and the United States are identified as countries facing the greatest water risks for agriculture production globally. A global simulation shows that, in the absence of action, water risks in Northeast China, Northwest India and the Southwest United States in particular could have significant production, price and trade consequences. Agriculture water risks could also result in broader socio-economic and food security concerns. Farmers, agro food companies, and governments can all play a role in responding to water risks at hotspot locations. A three-tier policy action plan is proposed to confront water risk hotspots, encompassing targeted responses, adapted national policies, strengthened market integration and international collaboration.

Environmental risk directly affects the financial stability of banks since they bear the financial consequences of the loss of liquidity of the entities to which they lend and of the financial penalties imposed resulting from the failure to comply with regulations and for actions taken that are harmful to the natural environment. This book explores the impact of environmental risk on the banking sector and analyzes strategies to mitigate this risk with a special emphasis on the role of modelling. It argues that environmental risk modelling allows banks to estimate the patterns and consequences of environmental risk on their operations, and to take measures within the context of asset and liability management to minimize the likelihood of losses. An important role here is played by the environmental risk modelling methodology as well as the software and mathematical and econometric models used. It examines banks’ responses to macroprudential risk, particularly from the point of view of their adaptation strategies; the mechanisms of its spread; risk management and modelling; and sustainable business models. It introduces the basic concepts, definitions, and regulations concerning this type of risk, within the context of its influence on the banking industry. The book is primarily based on a quantitative and qualitative approach and proposes the delivery of a new methodology of environmental risk management and modelling in the banking sector. As such, it will appeal to researchers, scholars, and students of environmental economics, finance and banking, sociology, law, and political sciences.

This Handbook examines the diverse ways in which climate change impacts Indigenous Peoples and local communities and considers their response to these changes. While there is well-established evidence that the climate of the Earth is changing, the scarcity of instrumental data oftentimes challenges scientists’ ability to detect such impacts in remote and marginalized areas of the world or in areas with scarce data. Bridging this gap, this Handbook draws on field research among Indigenous Peoples and local communities distributed across different climatic zones and relying on different livelihood activities, to analyse their reports of and responses to climate change impacts. Water risks, including the lack of access to fresh water for personal and industrial use, droughts, floods, and water contamination, are problems that are not new, yet, they are amplifying in the face of climate change, population growth, and rapid economic development. Properly identifying, measuring, and managing these risks as well as taking advantage of related mitigation opportunities is essential for the future well-being of firms across various industries, investors who invest in these firms, local and federal governments, and ultimately our society as a whole. This edited book sheds light on this topic by examining the unique measurement and modelling challenges associated with either the scarcity or overabundance of water and their interaction with finance and society. Specifically, it explores approaches to assess and operationalize water risk, examines the vulnerability of institutions and markets, and discusses strategies for risk mitigation.

How should we conduct economics in an era of climate change, natural resource depletion and population increase? These issues are systemic, and involve great uncertainties and long time horizons. This book contends that the free-market economics that has dominated capitalist democracies in recent decades is not up to the task; that the welfarist economics that preceded it, while preferable, also has inadequacies; and that what is required is an economics founded on ecological principles, greater respect for the laws of natural science, and a moral commitment to a sustainable future. The book commences with an exposition of major aspects of orthodox macroeconomic and microeconomic theory. It then explores the bounds of orthodox theory in relation to ethics, liberalism, ideology, society, the international economy, globalization, and the environment, and seeks lessons for a future economics. Issues raised by natural resource use and climate change are given particular prominence. Many of the issues of critical importance in coming decades involve not private goods but public goods: goods which markets are ill-equipped to deal with. In the resolution of these issues political processes will need to be engaged. The availability to each individual of clean air, clean water and adequate sustenance, goods which cannot be provided for by economic production alone, are of central concern. While acknowledging the importance of market processes, the author argues in favour of a more deliberative and democratic economy, the greater engagement of civil society, environmental human rights and responsibilities, and in favour of a World Environment Organization, change in the conduct of the World Trade Organization, and for economists to accept moral responsibility for the policies they advocate. Specific case studies are given and potential policies outlined. This book will be of interest not only to economists but also to citizens generally and students concerned with public affairs.
