This book, focusing on urban migration and public governance, reviews on the concepts and theories of urban migration and urban governance across the globe and sums up world migration trends and policy changes, coupled with the characteristics and types of China’s urban migration. What differs this book from other books is that it probes into the main factors and mechanisms influencing urban migration and inclusion, and that it adopts Shanghai as a sample and capitalizes on Shanghai’s urban migration data to verify the subjective and objective reasons affecting urban migrants’ inclusion. Moreover, this book takes a further step to conduct a theoretical reflection from the perspectives of population migration and migration policies and explores current dilemmas facing China in terms of urban migration management and possible ways to make a difference. In the final part, this book puts forward some theory-based and practicable countermeasures to transform urban migration governance in China.

After millions of migrants moved from China’s countryside into its sprawling cities a unique kind of ‘informal’ urban enclave was born – ‘villages in the city’. Like the shanties and favelas before them elsewhere, there has been huge pressure to redevelop these blemishes to the urban face of China’s economic vision. Unlike most developing countries, however, these are not squatter settlements but owner-occupied settlements developed semi-formally by ex-farmers turned small-developers and landlords who rent shockingly high-density rooms to rural migrants, who can outnumber their landlord villagers. A strong state, matched with well-organised landlords collectively represented through joint-stock companies, has meant that it has been relatively easy to grow the city through demolition of these soft migrant enclaves. The lives of the displaced migrants then enter a transient phase from an informal to a formal urbanity. This book looks at migrants and their enclave ‘villages in the city’ and reveals the characteristics and changes in migrants’ livelihoods and living places. Using an interdisciplinary approach, the book analyses how living in the city transforms and changes rural migrant households, and explores the social lives and micro economies of migrant neighbourhoods. It goes on to discuss changing housing and social conditions and spatial changes in the urban villages of major Chinese cities, as well as looking into transient urbanism and examining the consequences of redevelopment and upgrading of the ‘villages in the city’; in particular, the planning, regeneration, politics of development, and socio-economic implications of these immense social, economic and physical upheavals.

Varieties of Governance in China examines the origins of the varying institutional foundations of rural China's decentralized governance, explains the performance and change of the formal and informal institutions that uphold rural China's governance, and documents the effects of rural-urban migration on institutional change and local governance in Chinese villages.

The nine empirical studies in New Narratives of Urban Space in Republican Chinese Cities, organized under the general framework of urban space, examine three critical dimensions of the great urban transformation in Republican China—social, legal and governance orders. Together these narratives suggest a new perception of this historical urbanism. While modern economic development was a major drive for Chinese urban transformation, this volume highlights the dimension of the multilayered forces that shape urban space by looking into that less quantifiable, but equally important cultural realm and by exposing the ways in which these forces created new urban narratives, which became themselves shapers of urban space and of our perception of the Republican urbanity.

This edited book brings together in one place new studies of rural–urban interactions and their implications for regional growth and development in different regions within Asia. Specifically, the individual chapters in the book shed light on the different kinds of rural–urban interactions that we witness in Asian regions, particularly those that are based on migration, poverty, inequality, education, economic dependence, and the flow of goods and services. The book departs from the existing literature in three ways. First, it explicitly recognizes that different kinds of rural–urban interactions have dissimilar impacts on the lives and hence on the welfare of the residents of rural and urban regions. Second, the book emphasizes the varied spatial and temporal dimensions of the interactions and the ways in which these dimensions influence rural and urban societies. Third, this book demonstrates the ways in which an understanding of the preceding two points contributes to our knowledge about economic growth and development. Because Asia is the fastest-growing and most dynamic continent in the world today, the research delineated in the individual chapters of the book provides practical guidance concerning two salient questions. First, how do we effectively address the economic development challenges stemming from the interactions between alternate rural and urban regions within Asia? Second, how do we ensure that the policies we design to address these challenges give rise to broad-based economic growth and development that is sustainable?

This book begins, and perhaps should end, with an excerpt from the writings of the late eminent Chinese scholar, Fung Yu-lan (or Feng Youlan) (1895-1990), who wrote: "The ancient Chinese culture is an inherent factor determining the Chinese style.". If the latter enunciation of Fung Yu-lan stirs one's interest in Chinese culture for the typical reasons, such as, an interest in ancient periods of China; romanticism, which focuses on the exotic and mysterious, for example, Zen Buddhism and Taoism; or simply as the source of exotic objets d'art, then all the better. Because for a typical Westerner bound in Western conventionalism and parochialism, engendering an understanding of the policies and practices of the People's Republic of China (China) necessitates understanding a modern China in light of Chinese traditional culture (or philosophy), or a China in antiquity. The consequence of Chinese traditional culture affects many political economy concerns of modern China, ranging from socio-economic, political, to international trade and other concerns. Indeed, philosophical antecedents influence modern Chinese policies and practices.

This book offers readers a comprehensive introduction to the functions of the government in contemporary China. Further, it creates a framework to describe urban governance in today’s China, which consists of four basic modes: the omnipotent government mode, autonomous governance mode, integrated governance mode and cooperative governance mode. The book defines a “city” as a gathering place for high-quality public service resources, and the basic task of urban governance is to provide high-quality public services and maintain the sustainability of fiscal revenues. By focusing on current “hot topics” in urban governance in China, including the institutional development of urban governance, model interpretation, city/county relationship, cross-border governance, cross-sectoral coordination, street management, community service provision, and municipal performance evaluation, it clarifies a number of common misunderstandings in the field of urban management and practice. Lastly, the book analyses the current integrated governance model used in Chinese cities, which relies on the authority of the government and integrates the market and social subjects across borders by means of qualification identification, resource support, elite absorption, party-group embeddedness, and project cooperation. However, this model is currently facing several problems. In order to address the potential risks of integrated governance, the book argues that we need to develop new institutional arrangements based on collaborative governance.
