Sub-Saharan Africa's turnaround over the past couple of decades has been dramatic. After many years in decline, the continent's economy picked up in the mid-1990s. Along with this macroeconomic growth, people became healthier, many more youngsters attended schools, and the rate of extreme poverty declined from 54 percent in 1990 to 41 percent in 2015. Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons. Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable—that is, what it will take to increase their earnings. Finally, it presents a road map for financing the poverty and development agenda.

Growth in sub-Saharan Africa has slightly recovered in 2019 (2.6 percent) from 2.5 percent in 2018. Economic recovery continues at a sluggish pace with growth in the region expected to pick up to 3 .1 percent in 2020 and 3 .2 percent in 2021. Accelerating poverty reduction in Africa requires action in four policy areas: fertility reduction, leveraging the food system on and off the farm, addressing risk and conflict, and providing more public financing to the poverty reduction agenda. Sustaining growth and eradicating poverty calls for policy solutions to empower African women in the following dimensions: building the right skills, relieving capital constraints, securing land rights, connecting women to labor, addressing social norms that limit women's economic opportunities, and boosting the capacity of the next generation.

This book takes a unique approach to the topic of poverty reduction, primarily employing an international business framework as opposed to the usual economic or political lens. Some of the key ideas explored in the book include: poverty is primarily the lack of choices, not the lack of material possessions; attacking inequality of opportunity might be a more effective means to reduce poverty than attaching inequality of wealth; political systems matter, but individuals and for-profit firms also have a vital and indispensable role in helping to create the wealth needed to reduce poverty; and an effective corporate social responsibility strategy to help reduce poverty may include finding innovative and creative ways to operate profitably in areas of the world where poverty is currently robbing too many people of the opportunity to live their version of the good life. Building on such ideas, the book advocates for private companies to expand operations into the least developed regions of the world as part of their corporate social responsibility programs and to reframe the debates away from ones focused on exploitation and economic nationalism to one of creating opportunities across political borders.

Le redressement de l’Afrique subsaharienne a été spectaculaire au cours des deux dernières décennies. Après de nombreuses années de déclin, l’économie du continent a commencé à reprendre de la vigueur au milieu des années 90. Grâce à cette croissance macroéconomique, la santé de la population s’est améliorée, le nombre des jeunes fréquentant l’école a augmenté, et le taux d'extrême pauvreté a diminué de 54 % en 1990 à 41 % en 2015. La région a connu moins de conflits (en dépit de ceux qui couvent dans certains pays et du nombre inquiétant des personnes déplacées), un élargissement des libertés politiques et sociales, et des progrès dans l’égalité hommes-femmes. Malgré ces avancées, les défis sont énormes. La croissance économique a ralenti au cours des dernières années. Les taux de pauvreté affichés dans de nombreux pays sont les plus élevés du monde. Et la croissance démographique africaine provoque une augmentation du nombre des pauvres du continent. Au niveau mondial, on assiste à un déplacement de la pauvreté de l'Asie du Sud vers l'Afrique. La stabilité et la croissance macroéconomiques sont certes des composantes essentielles de la réduction de la pauvreté et de l’amélioration du bien-être, mais elles ne sont pas suffisantes. Ce rapport explore les points d’entrée critiques et les domaines d’action prioritaires pour l’accélération de la réduction de la pauvreté en Afrique. Au-delà de la stabilité et de la croissance macroéconomiques, il cherche à savoir ce qui peut encore être fait et à identifier les points sur lesquels les décideurs devraient se concentrer pour réduire la pauvreté. Un agenda des politiques favorable aux pauvres requiert de la croissance aux endroits où ceux-ci vivent et travaillent, ainsi que de s’attaquer aux nombreux risques auxquels les ménages sont exposés. En conséquence de quoi, le présent rapport a ajouté une optique « emplois » à son travail. Il met carrément l’accent sur la productivité et les moyens de subsistance des pauvres et des personnes vulnérables, autrement dit sur ce qui est nécessaire pour accroître leurs revenus. Il s’attache enfin à la manière de financer l’agenda de lutte contre la pauvreté et de développement.

Since the end of the Cold War, globalization—the process and the idea—has been reshaping the world. Global studies scholarship has emerged to make sense of the transnational manifestations of globalization: economic, social, cultural, ideological, technological, environmental, and postcolonial. But a series of crises in the first two decades of the twenty-first century has put the neoliberal globalization system of the 1990s under severe strain. Are we witnessing a turn toward “deglobalization,” intensified by the COVID-19 pandemic and the war in Ukraine or a moment of “reglobalization,” spearheaded by digital technology? The contributors to this book employ transdisciplinary research to assess past developments, the current state, and future trajectories of globalization in light of today’s dynamics of insecurity, volatility, and geopolitical tensions.

This book evaluates African Special Economic Zones from the perspective of learning from China’s experiences with such Zones and the impact of Chinese policy and investment on African Zones. Utilising case studies of perceived successful Special Economic Zones in China, the book proposes the Chinese Model of Special Economic Zones as an evaluation and benchmarking tool against which African Special Economic Zones are considered. Applying several case studies on African Special Economic Zones, the book then details the competitiveness of African Special Economic Zones with a specific focus on attracting Chinese investors to these Zones. The economic, social and environmental impact of these zones are appraised. African Nations’ efforts, or lack thereof, to enable successful Special Economic Zones are critically analysed. Finally, Special Economic Zones in Africa are compared against the Chinese Model; and an African Model of Special Economic Zones is proposed. Recommendations are presented to both African Nations’ leadership and Chinese policymakers and investors as to how these Zones can be improved to enhance competitiveness and the attainment of the Zones’ sustainable development objectives.

Research on migration and urban development in Africa has primarily focused on larger cities and rural-to-urban migration. However, 97 percent of Africa’s urban centers have fewer than 300,000 inhabitants, and a sizable share of urban migrants come from other urban areas. A more holistic and dynamic perspective, incorporating migration flows along the full urban hierarchy, as well as urban-urban migrants, is needed to better understand and leverage migration for urban development. Migrants, Markets, and Mayors: Rising above the Employment Challenge in Africa’s Secondary Cities draws on demographic data, research literature, key informant interviews, and empirical research to better understand how migrants in Africa’s secondary cities fare in urban labor markets, how they affect aggregate urban productivity, and how mayors can leverage migrants’ potential to the benefit of all. It explores these questions across countries and four urban case settings: Jijiga in Ethiopia, Jinja in Uganda, and Jendouba and Kairouan in Tunisia. Although mayors in secondary cities often see migrants as a burden to their cities’ labor markets and a threat to development, the report finds that migrants contribute increasingly less to urban population growth and that they usually strengthen the resident labor force. The report also finds that labor market outcomes for migrants are at least as good as those for nonmigrants. Africa’s secondary cities are well placed to leverage migration, but evidence-based policies are needed to manage the growth and development of land and labor markets. The report reviews policy options that mayors can take to strengthen the financial, technical, and planning capacity of secondary cities and better leverage migration to benefit migrants and nonmigrants alike. ----------- "Much of the literature on migration to cities examines migration in a nonspatial fashion or focuses on rural-urban migration to the largest, most visible cities. Social and economic rights have hitherto been marginalised in mainstream legal and political discourses and treated as second-class citizens in the human rights family. These rights are now receiving increasing attention in law and politics, arguably because they raise existential questions on human security and dignity. This one-stop volume examines the international and public law perspectives on socio-economic rights in Africa.
