Experts examine censorship, surveillance, and resistance across Asia, from China and India to Malaysia and the Philippines. A daily battle for rights and freedoms in cyberspace is being waged in Asia. At the epicenter of this contest is China—home to the world's largest Internet population and what is perhaps the world's most advanced Internet censorship and surveillance regime in cyberspace. Resistance to China's Internet controls comes from both grassroots activists and corporate giants such as Google. Meanwhile, similar struggles play out across the rest of the region, from India and Singapore to Thailand and Burma, although each national dynamic is unique. Access Contested, the third volume from the OpenNet Initiative (a collaborative partnership of the Citizen Lab at the University of Toronto's Munk School of Global Affairs, the Berkman Center for Internet and Society at Harvard University, and the SecDev Group in Ottawa), examines the interplay of national security, social and ethnic identity, and resistance in Asian cyberspace, offering in-depth accounts of national struggles against Internet controls as well as updated country reports by ONI researchers. The contributors examine such topics as Internet censorship in Thailand, the Malaysian blogosphere, surveillance and censorship around gender and sexuality in Malaysia, Internet governance in China, corporate social responsibility and freedom of expression in South Korea and India, cyber attacks on independent Burmese media, and distributed-denial-of-service attacks and other digital control measures across Asia.

The Contested Floodplain tells the story of institutional changes in the management of common pool resources (pasture, wildlife, and fisheries) among Ila and Balundwe agro-pastoralists and Batwa fishermen in the Kafue Flats, in southern Zambia. It explains how and why a once rich floodplain area, managed under local common property regimes, becomes a poor man's place and a degraded resource area. Based on social anthropological field research, the book explains how well working institutions in the past, regulating communal access to resources, have turned into state property and open access or privatization. As a basis for analysis, the author uses Elinor Ostrom's design principles for well working institutions and the approach of the New Institutionalism by Jean Ensminger. The latter approach focuses on external factors and change in relative prices. It explains how local actors face changing bargaining power and use different ideologies to legitimize and shape resource use regulations. The study focuses on the historic developments taking place since pre-colonial and colonial times up to today. Haller shows how the commons had been well regulated by local institutions in the past, often embedded in religious belief systems. He then explains the transformation from common property to state property since colonial times. When the state is unable to provide well functioning institutions due to a lack in financial income, it contributes to de facto open access and degradation of the commons. The Zambian copper-based economy has faced crisis since 1975, and many Zambians have to look for economic alternatives and find ways to profit from the lack of state control (a paradox of the present-absent state). And while the state is absent, external actors use the ideology of citizenship to justify free use of resources during conflicts with local people. Also within Zambian communities, floodplain resources are highly contested, which is illustrated through conflicts over a proposed irrigation scheme in the area. The different actors and interest groups use ideologies such as citizenship vs. being indigenous, ethnic identity vs. class conflict, and modernity vs traditional way of life to legitimize land claims.

This innovative and interdisciplinary book makes a major contribution to common pool resource studies. It offers a new perspective on the sustainable governance of common resources, grounded in contemporary and archival research on the common lands of England and Wales - an important common resource with multiple, and often conflicting, uses. It encompasses ecologically sensitive environments and landscapes, is an important agricultural resource and provides public access to the countryside for recreation. Contested Common Land brings together historical and contemporary legal scholarship to examine the environmental governance of common land from c.1600 to the present day. It uses four case studies to illustrate the challenges presented by the sustainable management of common property from an interdisciplinary perspective - from the Lake District, Yorkshire Dales, North Norfolk coast and the Cambrian Mountains. These demonstrate that cultural assumptions concerning the value of common land have changed across the centuries, with profound consequences for the law, land management, the legal expression of concepts of common 'property' rights and their exercise. The 'stakeholders' of today are the inheritors of this complex cultural legacy, and must negotiate diverse and sometimes conflicting objectives in their pursuit of a potentially unifying goal: a secure and sustainable future for the commons. The book also has considerable contemporary relevance, providing a timely contribution to discussion of strategies for the implementation of the Commons Act of 2006. The case studies position the new legislation in England and Wales within the wider context of institutional scholarship on the governance principles for successful common pool resource management, and the rejection of the 'tragedy of the commons'.

This book analyses the key livelihood and governance challenges that the urban poor experience while navigating public spaces in Dhaka, Bangladesh. Using data collected through extensive fieldwork in Bangladesh, the book contributes to the emerging scholarship of resilient cities, gendered space, spatial justice, and poverty in cities of the Global South. The book assesses the everyday politics of survival for the urban poor; how the poor negotiate different levels of formal and informal modes of power and governance; and the dynamics of gender. It explores how tenuous counter-spaces are created when these factors combine to provide a valuable framework for work in other urban contexts in the Global South beyond Bangladesh. Using cross-disciplinary perspectives, this book investigates the issues of human development, urban governance, urban planning and the gendered nature of urban space to outline how these issues enable or constrain poor people’s livelihood practices and their rights to be in the city. In recent years, we have witnessed the mushrooming of pro- democracy and protest movements not only in the Arab world, but also within Europe and the Americas. Such movements have ranged from popular upheavals, like in Tunisia and Egypt, to the organization of large-scale demonstrations against unpopular policies, as in Spain, Greece and Poland. What connects these different events are not only their democratic aspirations, but also their innovative forms of communication and organization through online means, which are sometimes considered to be outside of the State’s control. At the same time, however, it has become more and more apparent that countries are attempting to increase their understanding of, and control over, their citizens’ actions in the digital sphere. This involves striving to develop surveillance instruments, control mechanisms and processes engineered to dominate the digital public sphere, which necessitates the assistance and support of private actors such as Internet intermediaries. Examples include the growing use of Internet surveillance technology with which online data traffic is analysed, and the extensive monitoring of social networks. Despite increased media attention, academic debate on the ambivalence of these technologies, mechanisms and techniques remains relatively limited, as is discussion of the involvement of corporate actors. The purpose of this edited volume is to reflect on how Internet-related technologies, mechanisms and techniques may be used as a means to enable expression, but also to restrict speech, manipulate public debate and govern global populaces. This book was published as a special issue of the Journal of Information Technology and Politics.
