Sustainable water management is a key environmental challenge of the 21st century. This book presents the very latest studies, methods and innovations for managing our water resources from the first International Conference on Adaptive and Integrated Water Management, held in November 2007 in Basel, Switzerland. The book addresses a wide interdisciplinary audience of scientists and professionals from academia, industry, and those involved in policy making.

The complexity of current water resource management poses many challenges. Water managers need to solve a range of interrelated water dilemmas, such as balancing water quantity and quality, flooding, drought, maintaining biodiversity and ecological functions and services, in a context where human beliefs, actions and values play a central role. Furthermore, the growing uncertainties of global climate change and the long term implications of management actions make the problems even more difficult. This book explains the benefits, outcomes and lessons learned from adaptive water management (AWM). In essence AWM is a way of responding to uncertainty by designing policy measures which are provisional and incremental, subject to subsequent modification in response to environmental change and other variables. Included are illustrative case studies from seven river basins from across Europe, West Asia and Africa: the Elbe, Rhine, Guadiana, Tisza, Orange, Nile and Amudarya. These exemplify the key challenges of adaptive water management, especially when rivers cross national boundaries, creating additional problems of governance.

The book includes seventeen excellent researched and documented papers that reflect the diversity of thought, ideas and experiences related to IWRM. They draw from an extensive, inclusive and geographically representative range of theoretical propositions and practical examples. These include the implementation status of the IWRM concept at local, basin, regional and national levels; its appropriateness for the twenty-first century; main implementation gaps from the institutional, legal, policy, governance, management and technical viewpoints; the likelihood that IWRM’s entrenchment in laws, regulations and policies has led to smoother implementation and the reasons why that has been the case; reflexions on whether the attention given to IWRM is pushing other alternatives to the policy periphery; and the new conceptual constructions that can be put forward for discussion in the international arena. For the development and water communities it is imperative to debate and reach towards more illustrative conclusions regarding whether the promotion of the IWRM concept and its actual implementation status have been beneficial for development and how the notion could evolve to achieve this end. In-depth objective and constructive discussions, arguments, proposals and ideas are put forward for analysis by all interested parties. The book has the objective of fostering scholarly exchange, encouraging intellectual debate and promoting the advancement of knowledge and understanding of IWRM as a concept, as a goal per se and as a strategy towards development goals. This book explores the current challenges with regard to uncertainty and risk in water management, as well as the interlinkages between drought and water management. It focuses on the challenges for water management organisations, which are expected to adapt to such changes and implement adaptive water management. The book proposes a methodology for assessing organisations’ adaptive capacity, named REACT, and demonstrates its application in a case study. It subsequently analyses the barriers hindering water management organisations’ ability to adapt, and investigates the socio-cultural and economic barriers in water governance to applying adaptive water management (AWM) strategies. Lastly, the book describes how to enable AWM in order to face current and future drought risks by integrating it with drought risk management. Given its scope, it will appeal to scientists, pracademics and professionals from academia, the water industry and involved in policymaking.

This volume presents a selection of the main contributions made to the international conference on Integrated Water Resources Management (IWRM) entitled ‘Management of Water in a Changing World: Lessons Learnt and Innovative Perspectives’ that was held from 12 to 13 October 2011 in Dresden, Germany. The book summarise the main messages issuing from the conference and contains selected papers which were presented during the conference, either as keynote lectures in plenary sessions or as submitted papers in one of the thematic sessions. Better water management will be crucial if we are to meet many of the key challenges of this century - feeding the worlds growing population and reducing poverty, meeting water and sanitation needs, protecting vital ecosystems, all while adapting to climate change. The approach known as Integrated Water Resources Management (IWRM) is widely recognized as the best way forward, but is poorly understood, even within the water sector. Since a core IWRM principle is that good water management must involve the water users, the understanding and involvement of other sectors is critical for success. There is thus an urgent need for practical guidance, for both water and development professionals, based on real world examples, rather than theoretical constructs. That is what this book provides. Using case studies, the book illustrates how better water management, guided by the IWRM approach, has helped to meet a wide range of sustainable development goals. It does this by considering practical examples, looking at how IWRM has contributed, at different scales, from very local, village-level experiences to reforms at national level and beyond to cases involving trans-boundary river basins. Anthropogenic and natural disturbances to freshwater quantity and quality are a greater issue for society than ever before. To successfully restore water resources requires understanding the interactions between hydrology, climate, land use, water quality, ecology, and social and economic pressures. This Special Issue of Water includes cutting edge research broadly addressing investigative areas related to experimental study designs and modeling, freshwater pollutants of concern, and human dimensions of water use and management. Results demonstrate the immense, globally transferable value of the experimental watershed approach, the relevance and critical importance of current integrated studies of pollutants of concern, and the imperative to include human sociological and economic processes in water resources investigations. In spite of the latest progress, as demonstrated in this Special Issue, managers remain insufficiently informed to make the best water resource decisions amidst combined influences of land use change, rapid ongoing human population growth, and changing environmental conditions. There is, thus, a persistent need for further advancements in integrated and interdisciplinary research to improve the scientific understanding, management, and future sustainability of water resources.

Integrated Water Management (IWM) deals with the planning and management of water resources by integrating the different issues involved, including ecological, economic, technical legislative, and transboundary.
