BOOK EXCERPT:
This book introduces recent developments in both theoretical and empirical analyses of local public economics. Theories of those economics as well as empirical analyses have been developed dramatically in various directions in recent years. One direction has been to reflect real economic circumstances, especially in Japan. In the early 2000s, Japan experienced the so-called great merger (or consolidation) of municipalities in the Heisei era (1999 through the present), with the number of municipalities shrinking from 3,232 to 1,821 for increasing administrative and financial efficiency. This phenomenon is mainly due to a drastic change in demography in Japan: the dimishing birthrate and aging population. Following the consolidation, regional coordination has been undertaken to raise overall administrative and financial efficiency. In sum, various types of public policies for tackling the decreasing birthrate and aging population have been carried out. Urban sprawl and the timing of municipal mergers are dealt with from a broad point of view, and public child care services and tax competition are investigated from a policy standpoint. Another direction has been to incorporate new ideas for forming theoretical frameworks for local public finance, most of which have been based on static situations. In the recent trend toward globalization, local governments have attended not only to the welfare of residents but also to the interests of regional economic development. In addition, decision making by local governments has tended to be affected by political activities. Thus, the endogenous growth setting and lobbying activities for the activities of local governments are discussed in the book. With these new directions for analyses, the author tackles the topics of tax competition, cross-border shopping, local provision of public goods, and soft budgets, thus covering a broad range of aspects of local public finance.

BOOK EXCERPT:
This comprehensive explanation of the U.S. government's role in economics will be an eye-opener for anyone who wants to understand exactly what the government does—and doesn't do—in this most critical area. Most people, including many economists, are not aware of the great variety of crucial tasks and invaluable analyses undertaken by government economists. This three-volume set will fill that gap with an all-encompassing overview of the major economics-related work the government performs across all of its agencies and offices. With 45 chapters written by 61 leading experts, the work covers every major topic in government economics, including such diverse areas as monetary policy, defense spending, social assistance, international trade, antitrust, and environmental protection. In addition to entries by those who teach economics, the compendium also features candid observations from government insiders to help readers grasp how things really work. But readers will not only gain insight into specific fields and topics, they will also be able to better understand the big picture and how its pieces fit together. This unique and far-reaching set often challenges conventional wisdom even as it presents a novel synthesis of the government's research, analysis—and actions.

BOOK EXCERPT:
This edited volume makes a contribution to the literature on happiness research by compiling studies based on cross-national research and from diverse academic disciplines. The book is distinctive in that it contains both theoretical and empirical analyses, investigating relationship between causes of happiness and economic behavior relating to employment, consumption, and saving. Most notably, it is one of the first studies in this subject area that analyzes micro data collected in Europe, US and Japan with information on respondents’ attributes and their economic behavior, as well as in measuring inter-temporal happiness by principal factor analysis. Research findings in this volume shed new light on public policies for a number of areas such as employment, family, social welfare, urban and regional planning, and culture. The book draws on a collaborative research project between five institutions of higher education in France, UK, Germany, Switzerland, Belgium, and Japan that lasted for two years.

BOOK EXCERPT:
In the Handbook of Public Economics, vol. 5, top scholars provide context and order to new research about mechanisms that underlie both public finance theories and applications. These fundamental subjects follow the recent, steady movement away from rational decision-making and toward more personalized approaches to tax generation and expenditure, especially in terms of the use of psychological methods and financial incentives. Closely scrutinized subjects include new research in empirical (instead of theoretical) public finance, the methods for measuring taxes (both in revenue generation and expenditure), and the roles that taxes play in specific settings, such as emerging economies, urban settings, charitable giving, and among political entities (cities, counties, states, countries). Contributors look at both the "tax" and "expenditure" sides of public finance, emphasizing recent influences that psychology and philosophy have exerted in economics with articles on behavioral finance, charitable giving, and dynamic taxation. To a field enjoying rapid growth, their articles bring context and order, illuminating the mechanisms that underlie both public finance theories and applications. - Editor Raj Chetty is the recipient of the 2013 John Bates Clark Medal from the American Economic Association - Focuses on new approaches to both revenue generation and expenditures in public finance - Presents coherent summaries of subjects in public economics that stretch from methodologies to applications - Makes details about public economics accessible to scholars in fields outside economics
