The Commonwealth Secretariat has been a pioneer in promoting women’s rights and gender equality since the 1976–85 UN Decade for Women, and of gender mainstreaming since the UN 4th World Conference on Women, to which our 1995 Plan of Action on Gender and Development was a Commonwealth contribution. This publication brings together case studies prepared in connection with the end-of-term review of the 2005–15 Commonwealth Plan of Action for Gender Equality. The case studies are based on submissions and interviews with government representatives, gender specialists and other stakeholders, including civil society organisations, from 20 countries representing all regions of the Commonwealth. The examples were selected to demonstrate a range of strategies that can be employed to advance gender equality and women’s empowerment. Together they help to show what perpetuates gender inequality and offer approaches that can be adopted to help end unjust discrimination.

Over the past decade, interest in gender equality and women’s empowerment has grown rapidly, creating a unique opportunity to institutionalize gender research within agricultural research for development. This book, edited by researchers from the CGIAR Gender Platform, reviews and reflects on the growing body of evidence from gender research. It marks a shift a way from a traditional focus on how gender analysis can contribute to improved productivity, flipping the question to ask, How does agricultural and environmental research and development contribute to gender equality and women’s empowerment? In 1994, BRAC, the world's largest NGO, made headlines by putting women's rights centre stage in Bangladesh, one of the poorest countries in the world. The Gender Quality Action Learning (GQAL) Programme was one of the very first large-scale efforts to mainstream gender equality and aimed to weave objectives of gender equality throughout its own microfinance, education and health services. Advancing Gender Equality in Bangladesh describes the history, implementation, and outcome of this major 20-year initiative and discusses the lessons learnt throughout the fight to achieve gender equality outcomes in an effort to provide a tangible framework for future organizations interested in promoting gender equality and social inclusion. Education is a potent tool that has the ability to influence both people and societies. We can build a more just and inclusive society where everyone is respected and given the same chances to succeed through education. In order to better understand the transformative role that teacher education plays in advancing gender equality, "Unveiling the Power of Teacher Education: Promoting Gender Equality in Education" has been created. This book explores a variety of aspects of gender perspectives in teacher education and offers suggestions for educators, decision-makers, and other stakeholders in the field of education. The journey starts with exploring the meaning of sex and gender, realising that these concepts are separate but connected. We build a solid foundation for meaningful conversation and action in support of gender equality by comprehending the complexities of gender-related concepts and terminology. The historical context of gender in education provides insight into both the challenges that have persisted over time and the advancements that have been made. We recognise the key figures and turning points in gender-inclusive education, honouring the people and movements that paved the way for improvement. This historical perspective inspires us to carry out the unfinished business because it serves as a reminder that we stand on the shoulders of those who have fought for equality. In-depth examination of gender perspectives in teacher education is done to show how they have changed over time. The methods and techniques used in teacher preparation programmes have evolved along with our understanding of gender. Given that teachers are at the forefront of influencing society, we understand the significance of incorporating gender perspectives into teacher training programmes. We enable them to be change agents by giving them the knowledge, abilities, and attitudes to oppose gender norms and biases. The importance of gender-inclusive pedagogy, which calls for incorporating gender perspectives across subjects, is emphasised in the book. Recognising the impact of learning resources and materials on students' perceptions and attitudes, we investigate strategies for promoting gender equality in them. In addition, we explore the critical task of developing welcoming, safe, and inclusive learning environments where each student is treated with respect and is given encouragement. Another major theme of this book is how gender education can empower students. We recognise the significance of promoting healthy gender identities and self-expression, addressing the pervasive problem of bullying and harassment based on gender, and assisting marginalised gender identities. In our work with LGBTQ+ students and families, we take into account the particular difficulties they might encounter and offer suggestions for fostering an accepting and affirming environment. We work to promote the rights and welfare of transgender and non-binary students in order to build a culture where everyone is accepted for who they are. Through this book, I want to show readers how teacher education can help create a future that is more equitable and brighter while also inspiring and empowering them to be change agents. As we discover the transformative power of teacher education and its potential to create a world where all people, regardless of their gender, can thrive and fulfil their true potential, let us set out on this journey towards gender equality in education.

Many countries have implemented policies to increase the number and quality of scientific researchers as a means to foster innovation and spur economic development and progress. To that end, grounded in a view of women as a rich, yet underutilized knowledge and labor resource, a great deal of recent attention has focused on encouraging women to pursue education and careers in science — even in countries with longstanding dominant patriarchal regimes. Yet, overall, science remains an area in which girls and women are persistently disadvantaged. This book addresses that situation. It bridges the gap between individual- and societal-level perspectives on women in science in a search for systematic solutions to the challenge of building an inclusive and productive scientific workforce capable of creating the innovation needed for economic growth and societal wellbeing. This book examines both the role of gender as an organizing principle of social life and the relative position of women scientists within national and international labor markets. Weaving together and engaging research on globalization, the social organization of science, and gendered societal relations as key social forces, this book addresses critical issues affecting women’s contributions and participation in science. Also, while considering women’s representation in science as a whole, examinations of women in the chemical sciences, computing, mathematics and statistics are offered as examples to provide insights into how differing disciplinary cultures, functional tasks and socio-historical conditions can affect the advancement of women in science relative to important variations in educational and occupational realities. This paper discusses connections between female economic empowerment and government spending. It is an abbreviated overview for non-gender-experts on how fiscal expenditure may support female economic empowerment as an interim step toward advancing gender equality. From this perspective, it offers a preliminary exploration of key factors and indicators associated with gender-differentiated impacts in each of five main categories of public spending (education, health, capital expenditure, government employment and compensation, and social protection and labor market programs). It examines and proposes indices within each category that can be used to identify and measure related gender gaps and suggests associations and connections between those indices, public spending, and other available proxy measurements with some benchmarking potential which is summarized at the end of each category in a Gender Lens Matrix for ease of reference. The paper draws on an extensive literature review and examination of publicly available datasets. It also highlights and discusses gaps in data which limit gender analysis. The purpose of the paper is to advance dialogue on the adoption of a gendered approach to government spending, by providing a gender lens that may assist country level assessments and discussions among IMF staff and member country authorites.
