This analysis of the United States and energy security examines the close relationship between US military supremacy in oil-rich regions and America's maintenance of global power. Energy security generally evokes thoughts of American intervention in the Middle East to protect US interests in that region's oil-rich fields. After the end of the Cold War and a failed mission in Somalia, the US decided to wash its hands of major military operations in Africa. Within the past few years, however, strategic interests in the region have grown, based largely on the threat of international terrorist group activities there. In 2007, the Bush Administration created a new military presence in Africa, AFRICOM (United States Africa Command), professed to be based not on occupying military or fixed bases, but rather on capacity building for and collaboration with African security forces. Some see AFRICOM as the answer to an African security system crippled by a lack of resources, widespread politicization and institutional weakness. Others claim the program is nothing more than a characteristic attempt by the US to secure its own interests in the region without regard to the actual needs of Africans. Two key long-term energy trends are shifting the strategic balance between the United States and China, the world's superpower rivals in the 21st century: first, a domestic boom in U.S. shale oil and gas is dramatically boosting America's energy security; second, the frenetic and successful search for hydrocarbons in Africa is making it an increasingly crucial element in China's energy diversification strategy. America's increasing energy security and China's increased dependence on energy imports from Africa and the Middle East until well past 2040 despite its own shale discoveries will make Beijing's own increasing energy insecurity be felt even more acutely, pushing the People's Liberation Army to accelerate adoption of a "two ocean" military strategy that includes an enduring presence in the Indian Ocean as well as the Pacific Ocean.
