The relationships between Africa and Europe are of high strategic importance. This volume studies the ongoing dynamics between the two continents by adopting a pluralist understanding of international relations which encompasses non-state actors as well as states. Going beyond pure intergovernmentalism, this focus of this book is on activists, business people, religious believers, local politicians as well as transnational networks and by hybrid coalitions. Such plurality of socio-economic and political interactions underpinning the relationship between Africa and Europe is underexamined and yet of great importance. The text identifies new patterns of cooperation and recurrent obstacles in the African-European multistakeholder dynamics, thus opening the way for a more accurate understanding of the future relationship between Africa and Europe. This book brings African and European reflections together, on an equal standing, in order to achieve a true dialogue among civilizations. This book is aimed at all those who are interested in African-European relationships, including students and researchers, as well as activists, business people, civil servant and functionaries at local and national level.

This edited volume is concerned with the evolution and achievements of cooperation in research and innovation between Africa and Europe, and points to the need for more diversified funding and finance mechanisms, and for novel models of collaboration to attract new actors and innovative ideas. It reflects on the political, economic, diplomatic and scientific rationale for cooperation, while also examining practical developments, illustrated with examples, in the fields of food security, health, and climate change. The need to mobilise scientific knowledge and to ensure equality and fairness in the cooperation are recurrent themes. The rapid evolution of events in the European, Middle Eastern, and North African spheres has reinvigorated the debate on Euro-Mediterranean relations. Since 1995 these relations have operated under the auspices of the Barcelona Process, which laid the foundations for three initiatives that define European policy towards neighbouring states: the Euro-Mediterranean Partnership, the European Neighbourhood Policy, and the Union for the Mediterranean. This book scrutinises these initiatives through a socioeconomic prism. Adam Yousef reviews how appropriate these initiatives have been in promoting socioeconomic development in North African states, projects the long-term implications of these policies and investigates whether they can reduce the gap in social outcomes across the Mediterranean Basin over time. Using Morocco as a case study, this book employs a mixed-methods approach, combining qualitative and quantitative data as well as economic theory. It reveals not only that the Barcelona Process has had a limited impact on promoting social outcomes in Morocco, but crucially that it is also unlikely to do so in the future, suggesting a new approach may be required.

Africa’s international relations have often been defined and oriented by the dominant international and geopolitical agendas of the day. In the aftermath of colonialism the Cold War became a dominant paradigm that defined the nature of the continent’s relationship with the rest of the world. The contemporary forces of globalization are now exerting an undue influence and impact upon Africa’s international relations. Increasingly, the African continent is emerging as a vocal, and in some respects an influential, actor in international relations. There is a paucity of analysis and research on this emerging trend. This timely book proposes to fill this analytical gap by engaging with a wide range of issues, with chapters written by experts on a variety of themes. The emerging political prominence of the African continent on the world stage is predicated on an evolving internal process of continental integration. In particular, there are normative and policy efforts to revive the spirit of Pan-Africanism: the 21st century is witnessing the evolution of Pan-Africanism, notably through the constitution and establishment of the African Union (AU). Given the fact that there is a dearth of analysis on this phenomemon, this volume will also interrogate the notion of Pan-Africanism through various lenses – notably peace and security, development, the environment and trade. The volume will also engage with the emerging role of the AU as an international actor, e.g. with regard to its role in the reform of the United Nations Security Council, climate change, the International Criminal Court (ICC), the treaty establishing Africa as a nuclear-free zone, Internally Displaced Persons, the Millennium Development Goals (MDGs), international trade, the environment, public health issues, security, and development issues. This book will assess how the AU’s role as an international actor is complicated by the difficulty of promoting consensus among African states and then maintaining that consensus in the face of often divergent national interests. This book will in part assess the role of the AU in articulating collective and joint policies and in making interventions in international decision and policy-making circles. The Handbook will also assess the role of African social movements and their relationship with global actors. The role of African citizens in ameliorating their own conditions is often underplayed in the international relations discourse, and this volume will seek to redress this oversight. Throughout the book the various chapters will also assess the role that these citizen linkages have contributed towards continental integration and in confronting the challenges of globalization.

In Europe, Africa is often called the forgotten continent. The collapse of states, violent conflicts and natural disasters shape the public perception of Africa in Europe, while the political perspectives tend to be grossly neglected. This book wants to challenge this image in the eyes of many people through a profound analysis of main aspects of African-European relations (e.g. economics, migration, HIV / AIDS). In particular, it will be discussed what can be done to improve the relations between both continents and to develop a constructive and genuine cooperation. The European Union (EU) is a key partner for African regional organizations and a major promoter of economic and political integration in the region. Several studies have interpreted the EU's role in Africa as either a self-interested hegemonic actor or as a value oriented normative power. In this volume, Daniela Sicurelli challenges these views by taking a closer look at Europe's policies towards Sub-Saharan Africa in the area of peacekeeping, trade and development, and environmental protection. Using fresh empirical evidence, including interviews with both European and African officials, she argues that the EU is far from becoming a unitary player in Africa. Lacking a clear strategy and coherent normative framework, the EU should be considered a multi-level actor, where national and supranational institutions have different interests and push forward contrasting views of what role Europe should play in Africa.
