This book provides an overview of the most important issues as they are dealt with in the Johannesburg World Summit on Sustainable Development’s Plan of Implementation. It addresses the science behind the discussions on poverty, production and consumption patterns, water, energy, Small Island Developing States, sustainability issues in Central/Eastern Europe and Latin America, and the role of the financial world in the sustainable development of education, science and research.

Sustaining Global Growth and Development focuses on the new challenges for sustaining growth in the twenty-first century and the role of the G7 and IMF in meeting these challenges amidst the new processes of regionalism now emerging. The volume has three central purposes: · to assess how and how well the G7 has addressed its core 2002 agenda of sustaining global growth, reducing poverty in Africa, and combating terrorism and its financing · to examine how the IMF has approached these issues, and related work of the G7 · to explore how the G7, IMF and other international institutions are addressing global growth and development challenges in the context of the new processes of regionalism. Pressures such as currency consolidation in Asia and economic union in Africa are studied. This book builds on previous volumes in the series with a heavy focus on the World Bank, the regional development banks and the many other international institutions that work in the field of development.

C.O.OKIDl1 I welcome the opportunity to prepare a Foreword to the book on Environmental Policy and Law in Africa, edited by Kevin R. Gray and Beatrice Chaytor. It is a pleasure to do that because the book is a contribution to the cause of capacity building for development and implementation of environmental law in Africa, a goal towards which I have had an undivided focus over the last two decades. There is still some belief in and outside Africa that for developing countries in general, and Africa in particular, development and implementation of environmental law is not a priority. This belief prevails strongly in many quarters of the industrialised countries. In fact, the view is held either out of blatant ignorance or by some renegade industrialists who fail to appreciate Michael Royston's 1979 thesis that Pollution Prevention Pays.2 That group, for obvious reasons, must have their correspondent counterparts in Africa to provide hope that industries rejected as derelict in the West or inoperable due to rigorous environmental regulation, can find homes to which they can escape and dump their polluting industries.

The international community has long grappled with the issue of protecting the environment while encouraging social and economic development, often with limited results. The 1992 Rio Declaration on Environment and Development was an emphatic attempt to address this issue, setting down 27 key principles for the international community to follow. This work provides a comprehensive examination of these principles and their subsequent implementation.

Now in its 17th year, the NILOS Documentary Yearbook provides the reader with an excellent collection of documents related to ocean affairs and the law of the sea, issued each year by organizations, organs and bodies of the United Nations system. Documents of the UN General Assembly and Security Council, Meeting of States Parties to the UN Law of the Sea Convention, CLCS, ISBA, ITLOS, Follow-ups to the UN Fish Stocks and Small Island States Conferences, WSSD, ECOSOC, UNEP and UNCTAD are reproduced first, followed by the documents of FAO, IAEA, IMO and NESCO/IOC. As in the previous volumes, documents which were issued in the course of 2001 are reproduced while other relevant documents are listed. The NILOS Documentary Yearbook has proved to be of invaluable assistance in facilitating access of the international community of scholars and practitioners in ocean affairs and the law of the sea to essential documentation. The entry of the 1982 UN Law of the Sea Convention into force in 1994 and of the Part XI Agreement in 1996, as well as of the UN Fish Stocks Agreement in 2001, coupled with the review of the UNCED Agenda 21 the 2002 Johannesburg World Summit, make continuation of this assistance of particular significance in the years to come. This book is a theoretically-informed empirical examination of the political consequences of the World Summit on Sustainable Development.

The World Summit on Sustainable Development (WSSD) in Johannesburg in 2002 brought together thousands of delegates who mapped out the future of the global sustainable development agenda. The resulting technical document, the Johannesburg Plan of Implementation (JPOI), identifies priorities in the implementation of Agenda 21 and other international agreements, and commitments that will take these priorities forward. This plain language version provides an invaluable reference to the outcomes of the WSSD by explaining the JPOI clearly for the lay person and expert alike.
