The African Economic Outlook 2017 presents the continent’s current state of affairs and forecasts its situation for the coming two years.

This first edition explores the dynamics of growth, jobs, and inequalities. It proposes ten decisive actions to promote sustainable economic and social development and to strengthen institutions in Africa.

For years economists have spoken of 'Africa rising', and despite the global financial crisis, Africa continues to host some of the fastest growing economies in the world. Africa's Shadow Rise however argues that the continent's apparent economic 'rise' is essentially a mirage, driven by developments elsewhere - most particularly the expansion in China's economy. While many African countries have experienced high rates of growth, much of this growth may prove to be unsustainable, and has contributed to environmental destruction and worsening inequality across the continent. Similarly, new economic relationships have produced new forms of dependency, as African nations increasingly find themselves tied to the fortunes of China and other emerging powers. Drawing on in-depth fieldwork in southern Africa, Africa's Shadow Rise reveals how the shifting balance of global power is transforming Africa's economy and politics, and what this means for the future of development efforts in the region.

Africa’s Development DynamicsWhat are the major economic and social trends in Africa? What is Africa’s role in globalisation? This annual report presents an Africa open to the world and towards the future. uses the lessons learned in the five African regions – Central, East, North, Southern and West Africa – to develop recommendations and share good practices. The report identifies innovative policies and offers practical policy recommendations, adapted to the specificities of African economies. Drawing on the most recent available statistics, this analysis of development dynamics aims to help African leaders reach the targets of the African Union’s Agenda 2063 at all levels: continental, regional, national, and local. Every year this report will focus on one strategic theme. This 2019 edition explores policies for productive transformation. It proposes three main policy focus for transforming firms: providing business services to clusters of firms; developing regional production networks; and improving exporting firms’ ability to thrive in fast-changing markets. This volume feeds into a policy debate between African Union’s nations, citizens, entrepreneurs and researchers. It aims to be part of a new co-operation between countries and regions focused on mutual learning and the preservation of common goods. This report is the result of a partnership between the African Union Commission and the OECD Development Centre.

Focusing on the future of tourism, Sustainable Tourism Dialogues in Africa is inclusive of experienced and emerging researchers, as well as incorporating local stakeholders in the tourism industry: architects, tourism operators, sustainable tourism lobbyists, policy makers, archaeologists, and geographers. The editors are frontline sustainable tourism advocates in Africa, and the book’s thematic content is derived from 30 inter-university seminars on sustainable tourism hosted by Sustainable Travel & Tourism Agenda Kenya from 2017 to November 2019. These seminars involved the participation of 17 universities in Kenya, tourism operators, conservationists, developmentalists, investors, policy makers, and students. Every chapter is a voice projecting aspirations for the responsible management of tourism in Africa and promoting the ideals of sustainable tourism that young people in Africa advocate for the industry’s future. In so doing, the authors pinpoint the necessary actions for bringing about transformations in sustainable development of tourism. The book thus seeks to encourage debate, while facilitating the development of both theoretical and practical foundations for managing tourism sustainably in Africa.

Presenting a topical analysis of the challenges and achievements of enterprise, Enterprise and Economic Development in Africa examines contributions to economic development on the continent, as well as exploring implications for policy dimensions.

Enormous changes are affecting African production agriculture, urbanization, and food consumption patterns, requiring new approaches to training and knowledge generation and dissemination to achieve food security. Many agricultural universities and other tertiary agricultural education (TAE) organizations have been slow to respond, hindered by inadequate staffing and facilities and growing competition for funds. However, some African agricultural universities are transforming themselves and are achieving remarkable success. This book documents successful approaches to remaking TAE in Africa to inspire leaders, both formal and informal, of other TAE organizations. It emphasises adaptive strategies and processes creating an internal culture driven by stakeholder needs and where organizational transformation improves the quality and relevance of teaching, research, and outreach. The chapters cover the role of TAE in agricultural transformation, trends in TAE in Africa, solutions to the rigour-versus-relevance dilemma, curriculum design informed by actual and emerging labour market conditions, innovation and entrepreneurship, TAE quality assurance, and networking among TAE institutions.

This book examines the past, present and prospects of regional economic integration in Africa. The empirical analysis ranges from unions formed during the years following independence, to the proposed African Continental Free Trade Area (AfCFTA), which aims to remove trade barriers between all 55 African states. In addition, the book explores to what extent Africa’s Regional Economic Communities (RECs) have advanced in accordance with a linear integration model of goods, labor and capital markets. The book subsequently evaluates the suitability of the European model of deep integration with costly institutions for the conditions specific to Africa, considering, for example, the role of informal and non-recorded trade. Stylized cases of regional division of labour with increasing returns and imperfect competition are introduced to support the economic integration logic. Past and current economic policies in Africa are scrutinized to answer the question: how can African regions best foster new manufacturing industries and value chains across the continent? In conclusion, the book outlines content and processes of Common Industrial Policy in the African regions. The book also addresses the controversial issue of international trade agreements between developing countries and the European Union or the USA and investigates whether these agreements impede or promote economic development in Africa. The book includes a detailed roadmap describing how to improve key clauses of agreements for economic partnership in the interest of African countries. In closing, it outlines a new vision of joint sustainable development for Africa and Europe.

The SADC Protocol on Gender and Development is the only sub-regional instrument in the world that brings together global and continental commitments to gender equality in one instrument used to enhance accountability. The Southern African Gender Protocol Alliance is a network of country and regional NGOs that campaigned for the Protocol, it’s updating, implementation and tracking. Originally aligned to the Millennium Development Goals that expired in 2015, SADC Gender Ministers updated the Protocol and aligned it to the Sustainable development Goals (SDGs), Beijing Plus Twenty and the Africa Agenda 2063 in 2016. In July 2017, the Ministers adopted a Monitoring, Evaluation and Results Framework (MERF) that is now the basis of reporting. 2018 marks the tenth anniversary of the SADC Gender Protocol and the Barometer. Moving with the times, the Alliance has expanded the two yardsticks in the Barometer: the SADC Gender and Development Index (SGDI) and the Citizen Score Card (CSC). The Barometer incorporates many MERF and SDG indicators, as well as its own unique measures of voice, choice and control. The Barometer also introduces the Gender Responsive Assessment of Constitutions and Laws conducted by Alliance experts and networks around the region. A wealth of data, insights and analysis awaits all readers of the Barometer, that will also be made available online and in multi-media formats. The “SADC we want” is one in which citizens engage; step it up for gender equality, and make sure we achieve Planet 50/50 by 2030!

Sub-Saharan Africa is vastly diverse, and the 49 countries of the region range significantly in terms of population, size and economic scale. The region also differs in topography, climate, history, culture, languages and political systems. Given this vast diversity, it is, accordingly, difficult to draw general conclusions about the continent’s economic performance as a whole. Additionally, the lack of current statistics for several countries makes it difficult to make accurate assessments of economic conditions. Nevertheless, some broad comparisons can be made: of the world’s developing areas, sub-Saharan Africa has the worst record in virtually all of the most important social and economic indicators: the region has the lowest gross national income per head, the lowest life expectancy at birth, the lowest youth literacy rate, the highest rate of adult HIV infection and the highest number of children not living past five years of age. This volume begins by examining recent economic developments and trends. It then looks at the major economic constraints the region has faced in recent years, breaking down those constraints as either ‘external’ (e.g. terms of trade) over which the individual countries have but limited control, or ‘internal’ (e.g. governance and economic policy), over which there is more control. The book concludes by arguing that, despite the notable challenges cited above, sub-Saharan Africa is poised for a transformation, based on closer regional economic co-operation, a growing middle class, increased demand for locally produced goods and services, and a young population.
