This book examines the claims that new information and communication technologies (ICTs) are catalysts of democratic change in Africa. It takes optimist, pragmatist-realist and pessimist stances on various political actors and institutions, from government units and political parties to civil society organizations and minority groups.

Around the developing world, political leaders face a dilemma: the very information and communication technologies that boost economic fortunes also undermine power structures. Globally, one in ten internet users is a Muslim living in a populous Muslim community. In these countries, young people are developing political identities online, and digital technologies are helping civil society build systems of political communication independent of the state and beyond easy manipulation by cultural or religious elites. With unique data on patterns of media ownership and technology use, The Digital Origins of Dictatorship and Democracy demonstrates how, since the mid-1990s, information technologies have had a role in political transformation. Democratic revolutions are not caused by new information technologies. But in the Muslim world, democratization is no longer possible without them.

Across Africa, digital media are providing scholars with a reason and opportunity for revisiting the question, and the analytical lens, of publics with new vigour and less normative baggage. This book brings together a rich set of empirically grounded analyses of the diverse digital spaces and networks of communication springing up across the Eastern African region. The contributions offer a plural set of reflections on whether and how we can usefully think about these spaces and networks as convening publics, where citizens come together to discuss matters of common interest. The authors make clear the need to unshackle such studies from slavish acceptance of outsiders’ prescriptions on what constitutes desirable publics. They highlight the importance of being attentive to rapidly changing everyday realities across Africa in which people are coming together around the circulation of ideas in ways that include digital means of communications. In so doing, the contributions bring forward new ways of thinking about, through and with publics, alongside other heritages in Africanist scholarship that have continued salience. Looking outwards from the region, such different perspectives on our digitally mediated world offer theoretical novelty that advances how we think about the notion of publics and their political significance. Over the last several years, the debate about publics seems to have newly emerged. This debate critically reflects the Habermasian ideal of a (national) public sphere in a transnational context. However, it seems that the issue of a reconstruction of a global public sphere is more complex. In this brilliant and provocative book, Ingrid Volkmer argues that a reflective approach of globalization is required in order to identify and deconstruct key strata of deliberate public discourse in supra- and subnational societal formations. This construction helps to understand the new processes of legitimacy at the beginning of the 21st century in which the traditional conception of a ‘public’ and its role as a legitimizing force are being challenged and transformed. The book unfolds this key phenomenon of global deliberate interconnectedness as a discursive and negotiated dimension within ‘reflective’ globalization, i.e. continuously constituting, maintaining and refining the ‘life’ of the global public and conceptualizes a global public sphere.
