This book examines the legal and security threat posed by pandemics in Africa and beyond. The authors propose that to effectively counter pandemics, it is necessary for states to transcend beyond a realism approach and to adopt security policies that reflect the multidimensional nature of state authority and functions.

Throughout time, African civilizations have manoeuvred and negotiated successfully to maintain their societies and ensure cultural continuity despite encountering expanding trade, foreign invasion, and imposition of colonial and neocolonial states. The Narrative of Africa Rising: Changing Perspectives evaluates the discourse on “Africa Rising” through representative case studies to create a complex and layered account of Africa’s struggles to rise above challenges and conflict in the twenty-first century. Using empirical data and field observations, editors Darlingtina K. Esiaka and Jamaine Abidogun measure Africa’s complex and uneven development over time to provide insight into how Africans across the continent utilize indigenous socio-political economic processes in the face of neocolonial “nation state” systems that routinely fail them. Gerard Emmanuel Kamdem Kamga, Serges Djoyou Kamga, and Arnold Kwesiga explore a relatively new phenomenon, namely referred to as illicit financial flows, that aim to impoverish the African continent and prevent its economic development. There is a direct relationship between illicit financial flows and failed initiatives to realize the right to development on the continent. For instance, in 2016, Africa received $41 billion towards public development while $50 billion left the continent through illicit financial flows. The gap between recent economic achievements on the continent and its state of generalized underdevelopment coupled with rampant poverty, corruption, prolonged economic crisis, and political instabilities signals an issue with resource allocations. The systematic theft of resources by multinational corporations and criminal networks is a hard blow to the idea of people-driven development in line with the Pan African vision of “an integrated, prosperous and peaceful Africa” proclaimed by Agenda 2063. This book offers an original and timeous snapshot of contemporary lines of argument from various authors in the Global South on the Covid-19 pandemic as a complex emergency at the height of the pandemic. At the time of writing, there were various levels of uncertainties from different countries, citizens, the public and private sectors, industries and economies who were in disarray. The book traces the origins of the Covid-19 pandemic in the province of Wuhan in China, the challenges, and the responses from a multiplicity of countries particularly from the Global South. Of particular importance, the book notes that vaccine uncertainty, limiting the spread of the virus and loss of life and employment, were some of the major challenges that these governments and citizens were confronted with. Also, the sizes of various economies lead to various challenges that the abovementioned governments shouldered. The contributors shed light on various aspects related to the Covid-19 pandemic from various countries in the Global South and include, but were not limited to securitised lockdowns, the use of militaries and complete closures of national (and sometimes fragile) economies, as well as overburdened health systems. These are just some dire consequences of Covid-19 on the public and private sector, industries and economy. The book emphasises that despite myriad challenges reported, there are various lessons that can be learnt in terms of how the countries responded to the pandemic, and in terms of how future pandemics can be handled. Finally, this is an interesting piece of work wherein contributors, as a collective, seek to shed light with regards to the unique perspectives from the Global South and at the same time give some guidance, related to their specific areas of focus.

Today’s era of intense globalization has unleashed dynamic movements of people, pathogens, and pests that overwhelm the static territorial jurisdictions on which the governance provided by sovereign states and their formal intergovernmental institutions is based. This world of movement calls for new ideas and institutions to govern people’s health, above all in Africa, where the movements and health challenges are the most acute. This book insightfully explores these challenges in ways that put the perspectives of Africans themselves at centre stage. It begins with the long central and still compelling African health challenge of combating the pandemic of HIV/AIDS. It then examines the global governance responses by the major multilateral organizations of the World Bank and the World Trade Organization and the newer informal flexible democratically oriented ones of the Group of Eight. It also addresses the compounding health challenge created by climate change to assess both its intensifying impact on Africa and how all international institutions have largely failed to link climate and health in their governance response.
