Much has been written on security in Africa—its democratic deficit, poor civil-military relations, and myriad conflicts—but these are often treated in isolation from one another. This book takes a different approach, as it links all of these issues to the dynamics of the Anthropocene. Penned by African scholars on the continent and in the diaspora, it examines the different challenges not as separate entities but as outcomes of the Anthropocene Age. In this geological epoch, humans have become a global force—unfortunately, not necessarily for good. The interaction between humans and the climate, the effects of waste, the impact of pollution on marine and terrestrial ecosystems, the loss of biodiversity, and the change in the chemical composition of the soil, oceans and atmosphere are key identifiers of the age of the Anthropocene. This has fueled conflict and instability from the vast swathes of the Sahel to Somalia. Responding to these issues of insecurity without understanding their inter-connectedness and how this relates to the environment can only result in failure. From this perspective, the current structures in place are inadequate for the task of confronting insecurity at the state and continental levels, as represented by the African Union. What is needed is a radical reevaluation of Africa’s security architecture and approach to security. This necessitates pooling sovereignty on a continental and global level. The African continent is plagued by some of the most brutal and violent conflicts in the world. At the same time that warfare is changing, so has the state’s capacity to provide security and political stability to its citizens. This book deals with the role of regional organizations in Africa’s security. It focuses on three basic—yet often overlooked—questions: (1) the advantages and disadvantages of African regional and sub-regional organizations vis-à-vis other security mechanisms, (2) the official and unofficial reasons to intervene, and (3) whether security is actually protected by the peace activities carried out by the regional organizations. As Africa’s strategic importance has increased over the past decade and a half, United States security cooperation with the continent has expanded. The most visible dimension of this increased engagement was the establishment of the U.S. Military Command for Africa (AFRICOM). Some critics are skeptical of AFRICOM’s purpose and see the militarization of U.S. Africa policy while others question its effectiveness. Recognizing the link between development and security, AFRICOM represents a departure from the traditional organization of military commands because of its holistic approach and the involvement of the Department of State as well as other U.S. government stakeholders. There is often a moment in time that acts as a rallying point around a particular issue. 2015 was one of those moments for women, peace and security as numerous landmark anniversaries were celebrated in the field. Africa has, in many ways, been the global laboratory for the gender, peace and security agenda, not only because of the number of conflicts occurring on the continent but also because African regional organisations, governments and civil society organisations have been at the forefront of striving for gender equality and implementing United Nations Security Council Resolution 1325. This book explores gender, peace and security in Africa from multiple angles, including: the conceptual and implementation challenges and shifts around women, peace and security in Africa over the last 15 years; women’s role as combatants in national liberation forces in South Africa; the dynamics of gender in the military through the lens of Kenyan women combatants; food security through a feminist lens; and a series of case studies on the nexus between gender and security in Zimbabwe, Nigeria, Madagascar, the Democratic Republic of Congo, Kenya and Somalia.
