Through historical narrative, this book explains how neoliberal globalization was actively constructed over decades by both state and class actors.

This book analyses the progress and failures of capitalist development against the backdrop of an increasingly globalised world economy organised on neoliberal principles. It brings together eminent writers on the political economy of international development such as Kari Polanyi-Levitt, Norman Girvan, Osvaldo Sunkel, Paul Bowles, Manfred Bienefeld and Walden Bellos, to examine from a critical perspective the contemporary dynamics of a system in crisis--issues of capitalist development and globalization within the neoliberal world order. The essays, written in tribute to Surendra Patel for his contribution to the field of development studies, cover subjects including the financial crisis of 2008, the regional dynamics of neoliberal globalization, democracy and development, the political economy of natural resource extraction, and the formation of a postneoliberal state oriented towards a new economic model. As bearers of their own emancipation, the political agency of the subaltern classes is a vexed question, a time-honoured one at that. Why do the subalterns endure injustices without revolting most of the time, but revolt sometimes against some injustices? The euphoria of ’globalisation-from-below’, this book argues, skirts responsibility of addressing this question by presuming a groundswell of resistance across the world against neoliberal globalisation. In contrast to this oeuvre, Neoliberal Globalisation and Resistance from Below engages this question squarely by using the socio-historical approach to explain why the subalterns resist neoliberal globalisation in Bolivia and not in Ghana. The author urges scholars of critical political economy to pay greater attention to why the subalterns resist, rather than how they resist, or what the ideal end of their resistance should be. Such refocusing of the research and political lens will yield a more realistic picture of what is politically possible in the social context of peripheral capitalism regarding an anti-capitalist revolution. The author further argues that this refocusing will cure many of the romantic anti-capitalist claims and banal wishful thinking of a socialist revolution in peripheral capitalist regions such as Latin American, The Middle East and North Africa (MENA), and Sub-Saharan Africa. This book provides a history of the WTO US-EU banana dispute through the lens of a major actor: the US-owned multinational firm, Chiquita Brands International. It documents and explains how Chiquita succeeded in having the Clinton administration pursue a trade policy of forcing the European Union to dismantle its preferential banana import regime for exports from the small English-speaking Caribbean (ESC) countries. The export of bananas was critically important to the social stability and economic viability of these countries and that was in the national security interest of the United States. The experience indicates that succeeding in this goal was detrimental to U.S. national security interest in the Caribbean.

Global development actors such as the World Bank and the International Monetary Fund claim that the shift to the poverty reduction strategy framework and emphasis on local participation address the social cost of earlier adjustment programs and help put aid-receiving countries back in control of their own development agenda. Drawing on the case of Ghana, Lord Mawuko-Yevugah argues that this shift and the emphasis on partnerships between donors and poor countries, local participation, and country ownership simultaneously represents a substantive departure from earlier versions of neo-liberalism and an attempt by global development actors and local governing and social elites to justify, and legitimize the neo-liberal policy paradigm. This book shows how the new architecture of aid has important implications in three distinct but related ways: the discursive construction and production of post-colonial societies; the changing focus of Western aid and development policy interventions; and the reproduction of the politics of inclusive exclusion. The author provides detailed and original research on the new development paradigm and develops a critical theoretical approach to re-think conventional analyses of the new discourses on aid whilst offering a fresh, alternative interpretation of changes in international aid relations.

This work uses the theory of phenomenological structuralism to put forth the argument that neoliberal globalization represents a Durkheimian mechanicalization of the world via the Protestant Ethic and the spirit of capitalism under American hegemony. It concludes that America attempts to “enframe” nation-states around the latter form of social integration via the systemicity of the dollar backed by the world’s commodities, which it privatizes. Amidst reactionary nationalism and fascism, which emerges to protect the citizenry of the world from the exploitative effects of the whole process, climate change threatens the American globalist project.
