The threat of agricultural terrorism in the United States has awakened the nation to the stark reality that its agricultural industry may be in jeopardy. Intentional attacks delivered by land air and sea are capable of devastating this nation's agricultural infrastructure its economy and ultimately threaten the survival of the citizens and the quality of life we have taken for granted. Preparations taken to identify vulnerabilities implementation of prevention measures and actions taken in response to an attack will determine the magnitude of the impact of an agricultural incident. This paper will present the bioterrorism threat the United States agricultural infrastructure faces. It will review the nature and threat of agricultural terrorism against livestock and croplands and demonstrate the degree of vulnerability the United States agricultural industry has against a bioterrorism attack. This paper will identify current plans policies initiatives and capabilities available at the local state and federal levels. It will review actions that should be implemented in order to strengthen this nation's ability to prevent prepare for respond to and mitigate long-term consequences that could devastate the nation's economy.

Public confidence in the security of the US food and fiber system has been sustained by the quality, variety, abundance, and affordability of agricultural products in the United States. Although the system in place to defend against unintentional threats to agriculture has weaknesses and needs, the demonstrated ability of the system to resolve, accommodate, or manage critical food safety problems, temporary shortages of some commodities, plant and animal infestations and diseases, and natural disasters indicates that, in general, such confidence has been warranted. However, over the last several years, there has been recognition of the possibility and consequences of intentional threats directed at US agriculture. Such attacks could come from foreign or domestic terrorists and use biological, chemical, or radiological agents. They could be directed at the pre harvest (live plant and live animal) or post harvest (processing and distribution) stages of food and fiber production. Countering Agricultural Bioterrorism asseses the vulnerability of US agriculture to intentional threats and provides recommendations needed to strengthen and adapt the US system for defense against biological threats to agriculture.

Preface 2012 edition: The United States Code is the official codification of the general and permanent laws of the United States. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First session, enacted between January 3, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 USC 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. The single greatest threat to our agricultural economy is foot-and-mouth disease (FMD). An outbreak of this highly-contagious viral disease would have a catastrophic effect, including cessation of beef exports, full-scale quarantines, possible destruction of millions of animals, stop-movement orders, and economic chaos. Five primary groups are considered to be threats to agriculture: internat. terrorists, domestic terrorists, militant animal rights groups, economic opportunists, and disgruntled employees. This in-depth study determined law enforcement's role in protecting against acts of agro-terrorism. Conclusion: Law enforcement has insufficient resources to adequately respond to a FMD outbreak.
