Many African countries are increasingly interested in learning from China's experiences in achieving effective agricultural development. The Chinese government and academic community are also keen to share experiences and lessons with Africa. China made agriculture one of its development assistance priorities at the Third FOCAC Summit in Beijing in 2006. Two of the greatest current challenges are climate change (and variability) and food security. Feeding nine billion people by 2050 will require major efforts aimed at climate change adaptation and mitigation. One approach to agriculture has recently been captured by the widely adopted term of "Climate Smart Agriculture" (CSA). This book not only explains what this entails, but also presents practical on-the-ground studies of practices and innovations in agriculture across a broader spectrum, including agroecology and conservation agriculture, in less developed countries. It is shown that CSA is not a completely new science and a number of its recommended technologies have been used for some time by local farmers all over the world. "This publication contains the main report of a study championing the case for increased public support to agricultural and food security in sub-Saharan Africa (SSA). It advances four main reasons why agriculture in SSA deserves more public support. The first is a moral imperative: SSA governments cannot and should not ignore a sector on which about 70 percent of their population directly depend for their livelihoods if they are serious about their commitment to MDG1. Second, in spite of its generally poor performance, SSA countries do not have any realistic strategic option that they can rely upon for achieving sustainable economic development other than agriculture. Third, there is evidence from a number of SSA countries that appropriate policies and direct public sector investment have combined to trigger agriculture sector-led economic growth. This publication argues for countries to build on their success stories and for others to explore such opportunities, taking into account their specific environmental, economic and social conditions.
