This Guidance document is developed in the framework of SO3-OO2 and aims to assist FAO Members in incorporating decent rural employment (DRE) interventions across different agricultural sub-sectors. The Guidance document is mainly designed for policy makers and staff responsible for strategic planning and programme development in the ministries responsible for agriculture and planning. It also addresses other public and private institutions involved in strategic planning for agricultural and rural development such as employers, producers and workers' organizations.

Originally published in 1984, this text was written as a guide to agricultural policy makers, planners and project managers in developing countries, particularly for those in the areas of programme formulation and implementation. Elements from successful agricultural and rural development plans have been selected. The work discusses the link between agricultural and overall planning, the various aspects of agricultural planning (including the usual components and deficiencies of plans, time horizons and scope of plans, and regional planning), and it concludes with brief look at the preparation of a plan and objectives for agricultural development.

In the last few decades, Brazilian agriculture has experienced a seismic transformation, and its contradictory facets have fed different and opposing narratives regarding recent changes. This book covers these changes, exploring the issues from several empirical and analytical angles, including the role of agriculture in the contemporary Brazilian economy, the dynamics of Brazilian agricultural value chains, environmental challenges and the processes of social differentiation. The standard policy prescription to enhance the productivity of agriculture in a developing country like Vietnam is first to encourage the investment of farmers in their human and social capital and then to change the governmental institutions to facilitate the farmers investment. This book, therefore, analyzes the investment of farmers in their health, education, and social relationships in the context of Vietnams recent agrarian transition. Using the tools of regression analysis, the author has tried to measure the rate of return of investment in health, education, and social relationship of farmers on their income. Additionally, to measure the effect of local government policy on the performance of agricultural firms at the provincial level, the book applies current techniques to estimate the relationship between output of agricultural firms and performance of local government. As in other low-developed countries, the rate of return of investment in education is quite extreme and the rate of investment in health is small. The effect of investment in social capital of farmers on their income is quite complex due to the complication of the term social capital. Moreover, the effect of quality of local institutions on performance of agricultural firms at the provincial level is not quite statistically significant. The relationship is similar with other research findings worldwide when researchers want to measure the effect of quality of institution on the performance of firms.

Despite almost four decades and billions of dollars in development activities, we are barely in a position to track the changing dynamics of poverty or to define with conviction the processes that entrap the poor in their misery. Accounting for about 90% of global poverty, rural poverty, through transmigration, is also a main contributor to urban poverty. It is in the rural areas of the world where poverty is most severe in human terms, where the hunger, hopelessness, hardship, and despair commonly associated with entrenched poverty are most pronounced, where basic health services, sanitation, educational opportunities, and other common amenities are most lacking. The alleviation of rural poverty is therefore tantamount to the alleviation of global poverty in its entirety. The State of World Rural Poverty offers the first comprehensive look at the economic conditions and prospects of the world's rural poor.
