This note synthesizes one of the two study tour reports written by the participating African officials. This report provides observations made by participants from Ethiopia and Kenya, the two East African countries with participants on the tour.

This paper is specifically about agricultural mechanisation: the opportunities provided by mechanisation for intensifying production in a sustainable manner, in value addition and agri-food value chain development, as well as the inherent opportunities implied for improved local economies and livelihoods. The establishment of viable business enterprises agro-processors, transport services, and so forth as a result of increased agricultural mechanisation in rural areas, is crucial to creating employment and income opportunities and, thereby, enhancing the demand for farm produce. Mechanisation plays a key role in enabling the growth of commercial agri-food systems and the efficiency of post-harvest handling, processing and marketing operations, and as such can be a major determinant in the availability and accessibility of food, the food prices paid by urban and rural poor, as well as contributing to increased household food security.

Agricultural mechanization in Africa south of the Sahara — especially for small farms and businesses — requires a new paradigm to meet the needs of the continent’s evolving farming systems. Can Asia, with its recent success in adopting mechanization, offer a model for Africa? An Evolving Paradigm of Agricultural Mechanization Development analyzes the experiences of eight Asian and five African countries. The authors explore crucial government roles in boosting and supporting mechanization, from import policies to promotion policies to public good policies. Potential approaches presented to facilitating mechanization in Africa include prioritizing market-led hiring services, eliminating distortions, and developing appropriate technologies for the African context. The role of agricultural mechanization within overall agricultural and rural transformation strategies in Africa is also discussed. The book’s recommendations and insights should be useful to national policymakers and the development community, who can adapt this knowledge to local contexts and use it as a foundation for further research.

This study was conducted to understand the evolution of agricultural mechanization in Nepal, specifically its determinants on both the demand and supply sides, as well as impacts on agricultural production and associations with broader economic transformation processes, in order to draw lessons that can be conveyed to other less mechanized countries. Mechanization levels in Nepal, a largely agricultural country, were relatively low until a few decades ago. However, significant mechanization growth, including the adoption of tractors, has occurred since the 1990s, against a backdrop of rising rural wages, particularly for plowing, combined with growing emigration and growth in key staple crop yields and overall broad agricultural production growth, as well as improved market access and participation. This growth in mechanization has taken place despite the general absence of direct government support or promotion. The growth of tractor use in the plains of the Terai zone has transformed agricultural production rather than inducing labor movement out of agriculture, raising overall returns to scale in intensification and enabling the cultivation of greater areas by medium smallholders than by resource-poor smallholders. Tractors have also facilitated the intensification of crop production per unit of land among very small farmers, enabling mechanization growth despite the continued decline in farm size, although these farmers may not have benefited as much as medium smallholders. Potential future research areas with policy relevance include mitigating accessibility constraints to tractor custom hiring services, identifying appropriate regulatory policies for mechanization, and providing complementary support to some smallholders who may not fully benefit from tractor adoption alone.

The current report—Mechanized: Transforming Africa’s Agriculture Value Chains—summarizes the findings of a systematic analysis of what countries at the forefront of progress in mechanization have done right. It analyzes which policy decisions were taken and which interventions were implemented to substantially increase the uptake of mechanization. The report takes a broad perspective on mechanization, including technologies along the entire value chain and how they relate to agricultural development and job creation. The report shows what can be done to sustainably mechanize agriculture to increase production and enhance value addition across value chain segments. The set of policies and practices that are identified, if brought to scale, could have significant impact on agricultural transformation in Africa. The report provides a roadmap for African governments to take concerted action to deliver on the growth and transformation targets set out by the Malabo Declaration and the Sustainable Development Goals.

Enabling the Business of Agriculture 2017, the third report in the series, offers insights into how laws and regulations affect private sector development for agribusinesses, including producer organizations and other agricultural entrepreneurs. Globally comparable data and scored indicators encourage regulations that ensure the safety and quality of agricultural inputs, goods and services but are not too costly or burdensome. The goal is to facilitate the operation of agribusinesses and allow them to thrive in a socially and environmentally responsible way, enabling them to provide essential agricultural inputs and services to farmers that could increase their productivity and profits. Regional, income-group and country-specific trends and data observations are presented for 62 countries and across 12 topics: seed, fertilizer, machinery, finance, markets, transport, water, ICT, land, livestock, environmental sustainability and gender. The new Kenyan government faces a complex domestic and global environment, and it is widely expected to address key food and agricultural challenges with a new set of policies and programs. This policy brief presents key recommendations from a forthcoming book, Food Systems Transformation in Kenya: Lessons from the Past and Policy Options for the Future, which provides research-based “food for thought and action” to support the Kenyan government’s efforts to improve food security.

The Consultative Group for International Agricultural Research (CGIAR) is the largest non-profit public agricultural research group globally. Recently, it has restructured itself into One-CGIAR with the intention of integrating its capabilities, knowledge, assets, people, and global presence for a new era of intercon nected and partnership-driven research towards achieving the Sustainable Development Goals (SDGs). One-CGIAR led the development of about 30 initiatives that aimed at addressing one more of the key impact areas of SDGs. One of these initiatives is “Rethinking Food Markets and Value Chains for Inclu sion and Sustainability,” referred to as rethinking markets in short. Rethinking Markets Initiative aims to provide evidence on what types of bundled innovations, incentive structures, and policies are most effec tive for creating more equitable sharing of income and employment opportunities in growing food markets, while reducing the food sector’s environmental footprint. The initiative has four work packages addressing different but interrelated issues and that are being implemented in one or more countries. Work Package 1 (WP1) is about making globally integrated value chains inclusive, efficient, and environmentally sustainable.
