Countries emerging from civil war attract both aid and policy advice. This paper provides the first systematic empirical analysis of aid and policy reform in the post-conflict growth process. It is based on a comprehensive data set of large civil wars and covers 27 countries that were in their first decade of post-conflict economic recovery during the 1990s. The authors first investigate whether the absorptive capacity for aid is systematically different in post-conflict countries. They find that during the first three post-conflict years, absorptive capacity is no greater than normal, but that in the rest of the first decade it is approximately double its normal level. So ideally, aid should phase in during the decade. Historically, aid has not, on average, been higher in post-conflict societies, and it has tended to taper out over the course of the decade. The authors then investigate whether the contribution of policy to growth is systematically different in post-conflict countries, and in particular, whether particular components of policy are differentially important. For this they use the World Bank policy rating database. The authors find that growth is more sensitive to policy in post-conflict societies. Comparing the efficacy of different policies, they find that social policies are differentially important relative to macroeconomic policies. However, historically, this does not appear to have been how policy reform has been prioritized in post-conflict societies.

Paul Collier’s contributions to development economics,and in regard to Africa in particular, have marked him out as one of the most influential commentators of recent times. His research has centred upon the causes and consequences of civil war, the effects of aid, and the problems of democracy in low-income and natural-resource-rich societies. His work has also enjoyed substantial policy impact, having seen him sit as a senior adviser to Tony Blair’s Commission on Africa and addressed the General Assembly of the United Nations This collection of Collier’s major writings, with assistance from Anke Hoeffler and Jan Gunning, and accompanied by a new introduction, provide the definitive account of a wide range of macroeconomic, microeconomic and political economy topics concerned with Africa. Within macroeconomics, there is a focus on external shocks, exchange rate and trade policies, whilst microeconomic topics focus upon labour and financial markets, as well as rural development. Collier’s book The Bottom Billion had become a landmark book and this summation of the research underpinning it will be a superb guide for all those concerned with African development.

This volume explores questions of rebuilding governance in post-conflict societies from an interdisciplinary perspective, focusing on three interconnected gaps that arise in fragile states: deficits in legitimacy, effectiveness, and security.

Post-conflict societies are commonly constructed as weak, fragile, and failed states. Economic recovery, risks of renewed violent conflict, natural resource degradation, and poverty alleviation become prioritized agendas of donor countries and international institutions. Billions of dollars on development policy and governance reform have been invested. However, misapplication, ineffectiveness, and foreign aid dependency have become a controversial debate on "whose policy, whose governance, and whose outcomes." To understand the problems, the author employs a blend of social constructionism and discourse theory to establish a platform for understanding and discussing hegemonic aid conditionality on recipient governments. The theories also help analyze how the meanings of "post-conflict governance" are socially, economically, and politically constructed and used in state building, state apparatuses, institutional building, and policy-making process. He reveals that the philosophical and theoretical knowledge that underlies the interface between the mode of governance and policy design create the consensus of values, norms and indicators between experts, public servants, donors and communities in post-conflict settings. The author also shares illuminating case studies by way of his considerable wealth of experience leading reconstructive efforts in Afghanistan and Cambodia.

Post-conflict countries receive substantial aid flows after the start of peace. While post-conflict countries' capacity to absorb aid (that is, the quality of their policies and institutions) is built up only gradually after the onset of peace, the evidence suggests that aid tends to peak immediately after peace is attained and decline thereafter. Aid composition broadly reflects post-conflict priorities, with large parts of aid financing social expenditure and infrastructure investment. Aid has significant short-term effects on the real exchange rate (RER), as inferred from the behavior of RER in the world. While moderate RER overvaluation is observed in post-conflicts, it cannot be traced down to the aid flows. The empirical evidence on world growth reveals new findings about the pattern of catch-up growth during post-conflicts and the role of key growth determinants on post-conflict growth. Aid is an important determinant of growth, both generally and more strongly during post-conflict periods. Because RER misalignment reduces growth, RER overvaluation during post-conflicts reduces catch-up growth. Aid and RER overvaluation combined also lower growth. But the negative growth effect of RER overvaluation declines with financial development.

As a conflict ends and the parties begin working towards a durable peace, practitioners and peacebuilders are faced with the thrilling possibilities and challenges of building new or reformed political, security, judicial, social, and economic structures. This Handbook analyzes these elements of post-conflict state building through the lens of international law, which provides a framework through which the authors contextualize and examine the many facets of state building in relation to the legal norms, processes, and procedures that guide such efforts across the globe. It is now well known that there are close links between financial sector development and economic growth, and in turn between economic growth and poverty reduction. A well-functioning financial sector that allocates finance to the best opportunities can contribute to a more diverse economy and a more equal society, rewarding entrepreneurial newcomers and challenging an entrenched and sometimes corrupt, economic and political status quo. However, at first glance, the international finance theory and policies would seem to have little relevance for Africa as there were built up in response to developments that took place far from Africa and whose direct impact on Africa was limited. Nonetheless, key components of the international finance functioning are very relevant for Africa. The ongoing global financial and economic crises that are shaking the world have come as a stark reminder that African countries have a direct interest in global financial stability even though they may not be the main actors. In this line, economic fundamentals, sound national macroeconomic and structural policies and a sound and properly regulated financial system are as critical as ever in Africa. This volume explores the application of the basic theory and the policies of international financial transactions in Africa. It contains six chapters on conceptual and policy-oriented issues. Analyses raise important questions and offers favorable counter-arguments to the application of international finance theory after bringing to focus the relevance of certain themes in Africas inter-state and intrastate policies.
