This report focuses on how sidewalks and trails can be made accessible and usable by the widest possible segment of the population. Sponsored by the Federal Highway Administration, a project to research existing conditions on sidewalks and trails for people with disabilities was designed in two parts. Part I, covers literature surveys, site surveys and interviews along with the history of accessibility legislation, travel characteristics of the disabled and engineering and construction design practices. Part II provides data on implementing the requirements of parts of two acts, Title II of the Americans with Disabilities Act of 1990 and section 504 of the Rehabilitation Act of 1973.

The purpose of this report is to recommend a plan of action for achieving the Study goals of doubling the percentage of bicycling and walking trips, while decreasing by 10 percent the number of crash-related injuries and deaths. The action plans presented are comprehensive in scope, covering activities directed at increasing public awareness of the benefits of nonmotorized transportation, improving facilities to make bicycling and walking more viable and attractive transportation options, providing needed educational and law enforcement support, and "institutionalizing" bicycling and walking into the nation's transportation system.

This report of the International Transport Forum's Cycling Safety Working Group monitors international trends in cycling, safety and policy, and explores options that may help decision makers design safe environments for cycling.
