Under the most plausible scenarios about the entry and exit of firms, a policy of expert promotion is likely to be more beneficial than a policy of trade protection for sectors with increasing returns to scale.

Tariff reform for trade liberalization must be seen as part of a broader program of tax reform. Custom duties on imports should be geared chiefly to protection.
