The recent deaths of four long-term heads of state in the Arab world heralded important changes, as political power passed from one generation to the next. Shedding light on these changes, Arab Elites explores the attitudes and political agendas of the new leadership emerging throughout the region. A strong analytical framework informs the authors discussion of elites in Algeria, Egypt, Jordan, Lebanon, Morocco, the Palestinian National Authority, Saudi Arabia, Syria, and Tunisia. The result is a portrait of the current state, and likely future, of politics in the Arab Middle East.

This work explains elite behaviour in authoritarian systems and proposes why elites withdraw their support for the incumbent when faced with popular uprisings. Building upon foundations drawn from institutional authoritarianism and synthesised with local context from the substantial scholarship on the Middle East and North Africa, the book argues that the elite supporting autocrats come from three distinct cadres: the military, the single-party and the personalist. Each of these cadres possesses its own distinct institutional interests and preferences towards regime change. Drawing on these interests, the study constructs a theoretical framework that is assessed through testing it against three variables. Utilising an analytic narrative, the research finds that the withdrawal of elite support is the consequence of long-term processes that see distinct cadres marginalised. First, increased incumbent preference for personalist elements destabilises regimes as the military and single-party cadres reconsider their positions. Second, neoliberal economic policies, implemented via structural adjustment, accelerated this personalisation as the state’s withdrawal from the economy. This, in turn, affected the ability of the military and single-party elites to access patronage. Finally, the degree of military involvement in the formal political sphere contributes to shaping the nature of the system that replaced the incumbent regime under examination. Building upon a wide range of literature the book argues that interest realisation determines whether or not elite actors support regime change in authoritarian systems. The volume will be of interest to scholars researching politics, social sciences and the Middle East.

The ongoing fight for human rights and social justice is a battle against the interests of the privileged few who work to stay in power by keeping the masses anchored in their automatic reactions of self-defense and in-fighting, immediate gratification and reproduction. Advances in human knowledge can lead us to our next phase of evolution, one that must be made consciously. Quantum physics has shown us that the wall of separation we perceive between everything that exists in the universe and therefore, between matter and energy, subject and object, is not really there. Matter is not solid and space is not empty. The same particles that make up a table are interwoven with the air around it and with the table’s owner. Once all of humanity accepts this vision of matter as a single but multiform creative energy event, we can begin a new era and the possibility of enlightened faith.

Most books ongmate as essays of limited scope or as doctoral dissertations whose findings await a receptive audience. Although this study passed through both these metamorphoses, it owes its birth to a mere coincidence. As a graduate student in the Political Science Department of The Hebrew University and a junior research fellow at the university's Soviet and East European Research Centre, I was responsible for documenting pronouncements relevant to the USSR's Middle Eastern policy that appeared in the CPSU organ Pravda. Within a few months I was assigned the task of analyzing excerpts from the Trade Union's organ Trud, only to discover that the two newspapers adopted diametrically differing attitudes toward some crucial issues. Trained as I was to view the Soviet system as a totalitarian, cohesive entity and the Russian media as a centrally controlled, monolithic means of mass manipulation, I was rather bewildered by my findings. An attempt to assess and rationalize this empirical reality resulted in two essays, each dedicated to the analysis of a policy group as represented by the press organ officially declared to be its platform. Special thanks are due to Professor Roger Kanet of the University of Illinois, editor of the journal Soviet Union, and to the editorial board of Soviet Studies, whose valuable suggestions and probing queries helped transform these crude attempts at systematic analysis into publishable papers, unwittingly laying the foundation for a doctoral thesis and, subsequently, for this book.

What is an Arab? Though many in the West would answer that question with simplistic stereotypes, the reality is far more complex and interesting. Arabs themselves have been debating Arab identity since pre-Islamic times, coming to a variety of conclusions about the nature and extent of their “Arabness.” Likewise, Westerners and others have attempted to analyze Arab identity, reaching mostly negative conclusions about Arab culture and capacity for self-government. To bring new perspectives to the question of Arab identity, Iraqi-born scholar Nissim Rejwan has assembled this fascinating collection of writings by Arab and Western intellectuals, who try to define what it means to be Arab. He begins with pre-Islamic times and continues to the last decades of the twentieth century, quoting thinkers ranging from Ibn Khaldun to modern writers such as al-Ansari, Haykal, Ahmad Amin, al-'Azm, and Said. Through their works, Rejwan shows how Arabs have grappled with such significant issues as the influence of Islam, the rise of nationalism, the quest for democracy, women's status, the younger generation, Egypt's place in the Arab world, Israel's role in Middle Eastern conflict, and the West's "cultural invasion." By letting Arabs speak for themselves, Arabs in the Mirror refutes a prominent Western stereotype—that Arabs are incapable of self-reflection or self-government. On the contrary, it reveals a rich tradition of self-criticism and self-knowledge in the Arab world.
