In 1998, the Council of Europe and the European Commission decided to take common action in the field of youth. Both institutions initiated a partnership agreement with the aim "to promote active European citizenship and civil society by giving impetus to the training of youth leaders and youth workers working within a European dimension". In 2003, additional agreements were signed in the fields of "youth research" and "Euro-Mediterranean youth co-operation". Since 2005, the partnership between the European Commission and the Council of Europe in the field of Youth activities have been focusing on the following topics: European Citizenship, human rights education and intercultural dialogue, quality and recognition of youth work and training, better understanding and knowledge of youth and youth policy development. The partnership between the Council of Europe and the European Commission in the field of Youth brings together the two institutions' experience in non formal education, youth policy, youth research and youth work practice. The co-operation between the two institutions covers a wide spectrum of activities such as training, seminars, workshops, networking and dialogue design. Results and other material are made available on the partnership website (http://youth-partnership.coe.int) and in various publications, including the Training Kits (T-Kits). T-Kits are thematic publications written by experienced youth trainers and experts and constitute easy to use handbooks for educational activities. All activities and publications enhance the exchange of experience and good practice between the actors involved and contribute to the implementation of the political objectives of both partners.

The Mediterranean region, which includes Turkey, the Middle East, and North Africa, along with Italy, Greece, Spain and other European countries, encompasses a plethora of diverse but also interconnected cultures. The musical styles are just as diverse. Mediterranean Mosaic weaves together issues of music contemporary geopolitics and identity struggles. Acknowledging the region's historical legacy, it examines the ebb and flow of traditional musics within the region as well as outside influences on these traditions. When Albert Memmi published the first anthology of francophone Maghrebian literature, he expressed his unhappy belief that francophone writing would quickly be eclipsed by Arabic. To the contrary, this volume demonstrates that the francophone writing of North Africa remains vibrant and prolific.

This book’s ambition is to offer the most recent scholarship on North African cultures at a time when the very notion of culture is being re-evaluated in the shifting tides that both associate and divorce the forces of nationalism, globalism and neo-liberalism. Another ambition is to be a readable document about the past and the potential of North African civilizations. Those which have been crystallized into a polysemic voice from centuries of occupations, exchanges and what is now commonly called hybridizations. In this work the collective position of the authors, with their different fields of experience, is that the languages, musics, and the many expressions of common life in North Africa continue to flourish. That they are a bridge between sub-Saharan peoples and Europe. That they are a necessary antidote to the anemic political discourses that have prevailed since decolonization. That they are seminal for the future of the African continent as it begins its true voyage into democracy. It is difficult, at this juncture, to measure the distance that, in the decades to come, will be achieved on that voyage. It is, however, less difficult to evaluate the importance of North Africa on tomorrow’s world. If the past is an indicator, it will be an important force in the cross-flow of trade, ideas and of global destinies.
