Asia is home to a majority of the world's population and has an expanding economy. As the West engages in greater interaction with the East, developments in Asia have increasingly greater significance throughout the world. Higher education is central to the tremendous expansion of Asia. This reference book surveys the state of higher education in 20 representative Asian countries. Countries profiled include advanced industrial nations, such as Japan and Singapore, as well as more impoverished lands, such as Bangladesh. Chapters are written by expert contributors, and each author cites current literature and research. An introductory essay overviews the nature of higher education in Asia, and an extensive bibliography concludes the work. Developments in Asia have tremendous significance for the rest of the world. Asia has a rapidly expanding economy and is home to most of the world's population. It is a land of tremendous size and equally great diversity. At times Asia seems to be an economic and military threat to the West, while on other occasions it seems to be a valuable partner in the emerging global economy. The technological, political, and economic developments that have taken place in Asia are largely the result of Asian higher education. Thus Asian higher education is important not only to the Eastern, but also to the Western world. This reference book surveys the state of higher education in Asia and thus provides a valuable perspective on changes in Eastern society. An introductory essay discusses the current state of Asian higher education and provides a useful context for the rest of the work. The remainder of the book contains alphabetically arranged entries on higher education in twenty representative Asian countries. Some of the countries, like China and India, have enormous populations. Others, like Japan and Singapore, have witnessed tremendous economic prosperity. And some, like Iran and North Korea, have great political significance. Each entry is written by an expert contributor and provides background information, a discussion of current issues, and an examination of future trends. Entries cite current literature and research, and the volume concludes with an extensive bibliography.

In East Asia, higher education has relied heavily on private and marketized forces in its rapid development process. At the same time, state governments have introduced strong initiatives especially in upgrading the global positioning of their flagship universities through their pursuit of international competitiveness. Currently, these well-known characteristics of East Asian higher education are challenged by the necessity to formulate international dimensions for regional and global well-being, without a clear consensus as to a regional future vision. The changing roles of East Asian higher education in a new global environment have implications for academics and policy-makers who not only wish but also need to understand the most recent developments and future prospects of higher education from an East Asian point of view. In Emerging International Dimensions in East Asian Higher Education, authors from a wide variety of cultural and academic backgrounds examine the changing context of East Asian higher education in the global, regional, and national dimensions The analysis and case study material in this volume are strengthened by the wealth of contributors’ diverse national and professional backgrounds. Most have practical experience in the formulation of higher education policy in two or more countries. The range of disciplinary perspectives that contributors brought to the book – including sociology, political science, anthropology, economics, philosophy and history – strengthen the multi-disciplinary approach, credibility, and uniqueness of the work. Each chapter considers the impact of the emergence of international dimensions in East Asian Higher Education through detailed consideration of trends and debates over higher education reforms at the regional, sub-regional, inter-regional and national levels. Issues such as student mobility, cross-border higher education programs, quality assurance, and demands from the market economy, among others, are examined.

Since 1980, higher education access and endorsement have grown more dramatically in Asia than in any other area of the world. Both developed and developing nations are witnessing rapid expansion in the higher education sector. Nor is this progress entirely quantitative: a number of Asian universities are on a par with the finest institutions of higher education in the U.S. and Europe. Until now, however, there has been little historical analysis and virtually no comparative analysis of Asian higher education. This volume offers a detailed comparative study of the emergence of the modern university in Asia, linking the historical development of universities in the region with contemporary realities and future challenges. The contributors describe higher education systems in eleven countries—Korea, China, Vietnam, Cambodia, Malaysia, Phillippines, Singapore, Indonesia, Thailand, India, and Japan—and explore similarities and differences through two comparative essays. Each case study includes a discussion of the nature and influence of both indigenous and European educational traditions; a detailed analysis of development patterns; and a close examination of such contemporary issues as population growth and access, cost, the role of private higher education, the research system, autonomy, and accountability.

This book discusses higher education research as a field of study in Asia. It traces the evolution of research in the field of higher education in several Asian countries, and shares ideas about the evolving higher education research communities in Asia. This book discusses mass higher education development in East Asian countries by means of three main issues: the strategy for higher education development; the way professors and students in the region are experiencing the rapid developments; and the challenges imposed by mass higher education. These challenges include the quality of education as well as structural changes in the rapidly developing systems, funding sources for supporting mass higher education, and job markets for college graduates. Part I discusses how the East Asian countries have accomplished or are in the process of accomplishing the rapid development of higher education. Japan, Korea, China, Taiwan, Malaysia, Singapore, and Hong Kong serve as case studies of mass higher education in the region. The case studies introduce and discuss national strategies to develop higher education, funding sources and mechanisms, and initiatives to assure quality of education in a period of rapid growth. Part II and Part III of the book focus on the phenomena of mass higher education in the region and the influence on academia. Mass higher education changes professors and students, who are different from those in elite higher education. Part III further discusses the challenges posed to Asian mass higher education. This book examines four theses regarding Asian higher education and development: interplay between cultural traditions, economic development, globalization, and the evolution of the 'hybrid' university. Top scholars evaluate these hypotheses and determine the elements shaping the history and present circumstances of Asia-Pacific higher education.

This book is an example of an international editorial enterprise. The two editors, located in the United States and Singapore, coordinated a team of authors in ten countries. Linked by common concerns, the lengthy process of preparing such a complex volume proved to be a pleasantly cooperative task - proof that there is a kind of invisible college of colleagues working on similar topics in different countries. This book is also an indication that scholars from the Third World and the industrialized nations can work together in a spirit of equality and understanding. This project has an interesting origin. It was first discussed at a conference on ASEAN - American higher education held in Malaysia in 1985, sponsored by the Regional Institute for Higher Education and Development, then headed by V. Selvaratnam and funded by the Asia Foundation and the Lee Foundation. At the time, geographical coverage was to be limited to the ASEAN nations. We also sought external funding, without success, to assist us in developing the project. Due to lack of funding, the project languished for a year. When one of our original participants, Andrew Gonzales of the Philippines, produced an essay, we decided to proceed without funding. We also decided to add several additional key Asian nations that we felt would provide additional analytic scope to the book. The result of this somewhat unusual collaborative effort is this volume.

With contributions from several Asia-Pacific countries, this book compares performance and productivity in higher education from the perspective of institutional change. Using multiple methods and datasets and including case studies from Australia, Cambodia, China, Malaysia, India and Japan, the authors focus on shedding light on the efficacy of institutional policies and reforms. The worldwide Gross Enrolment Ratio (GER) in higher education neared 40 per cent in 2020 due to the dramatic increase in enrolments in many developing economies, especially in Asia. This significant increase in the number of students in higher education brings great benefits but requires major ongoing investment by governments around the world. This growth has followed waves of internationalization and marketization, and universities are undergoing substantial change in their organization and character. The goal of many institutional policies and reforms has been better performance and higher productivity. Yet little is known about whether they have achieved this aim. Students, government officials and university leaders all have the right to ask whether the outcomes of higher education justify the costs of running the system. Although increasing attention has been paid to higher education institutions’ management and operation, the study of higher education performance and productivity is still in its relative infancy compared to other enterprises. Written for students and scholars interested in higher education management and productivity, this book will also appeal to government officials and university leaders keen to know more about institutional reform and how to achieve better performance.

This book examines issues that have emerged as higher education systems and individual institutions across East Asia confront and adapt to the changing economic, social, and educational environments in which they now operate. The book’s focus is on how higher education systems learn from each other and on the ways in which they collaborate to address new challenges. The sub-theme that runs through this volume concerns the changing nature of cross-border sharing. In particular, the provision of technical assistance by more industrialized countries to lower and middle income countries has given way to collaborations that place the latter’s participating institutions on a more equal footing.
