The Asian Water Development Outlook charts progress in water security in Asia and the Pacific over the past 5 years. This 2016 edition of the report uses the latest available data to assess water security in five key dimensions: household access to piped potable water and improved sanitation, economic water security, providing better urban water services to build more livable cities, restoring healthy rivers and ecosystems, and resilience to water disasters. The region shows a positive trend in strengthening water security since the 2013 edition of the report, when 38 out of 49 countries were assessed as water-insecure. In 2016, that number dropped to 29 out of 48 countries. This study was supported by ADB’s Water Financing Partnership Facility.

Much hope has been vested in pricing as a means of helping to regulate and rationalize water management, notably in the irrigation sector. The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.

As water scarcities increase, nations throughout the world are in search of better institutions to manage water resources. India has been making substantial efforts to develop its water management systems since independence and significant increases in irrigated agriculture have taken place through both public and private initiatives. However, scarcities are increasing and major problems presently confront the management of water resources and irrigated agriculture. Resolving these problems is crucial for the future. The main purpose of this book is to provide a new approach for the analysis and design of water institutions that govern the use and development of water resources, particularly for agriculture which is the largest user. Drawing on the theory of New Institutional Economics and comparisons with Australia (as a developed country) and other less developed nations in Africa and Asia, the authors present original empirical data from three Indian states. Detailed analysis of these data is used to identify and recommend attributes and features of water management institutions that are conducive to effective resource management, its long-term success, and its best contribution to development.

In 1947, British India-the part of South Asia that is today's India, Pakistan, and Bangladesh-emerged from the colonial era with the world's largest centrally managed canal irrigation infrastructure. However, as vividly illustrated by Tushaar Shah, the orderly irrigation economy that saved millions of rural poor from droughts and famines is now a vast atomistic system of widely dispersed tube-wells that are drawing groundwater without permits or hindrances. Taming the Anarchy is about the development of this chaos and the prospects to bring it under control. It is about both the massive benefit that the irrigation economy has created and the ill-fare it threatens through depleted aquifers and pollution. Tushaar Shah brings exceptional insight into a socio-ecological phenomenon that has befuddled scientists and policymakers alike. Fresh water is becoming an increasingly precious commodity. In the near future, control of it could lead to the type of political instability that is now associated with energy shortages. This book addresses the different aspects of irrigation, including not only the management of water resources and scientific and technical aspects, but also matters related to policy and economics.
