This book compares the policies of Australia and Italy towards boat people who have arrived in the two countries since the early 1990s. While the regular and varied inflow of immigrants arriving at national airports, ferry terminals and train stations is seldom witnessed by the public, the arrival of boat people is often played out in the media and consequently attracts disproportionate political and public attention. Both Australia and Italy faced similar dilemmas, but the nature of political debate on the issue, the types of strategies introduced, and the effects that policy changes had on boat people diverged considerably. This book argues that contrasting migration path dependencies, disparate political values within the Left, and varying international obligations best explain the different approaches taken by the two countries to boat people.

Irregular migration is one of the most momentous phenomena of the 21st century. While it is a life‐changing process for migrants themselves, it also entails a number of significant challenges for destination countries and their local populations. Consequently, irregular migration is now a heavily debated and polarising issue in most receiving states. However, the multiple perspectives on this phenomenon are rarely assessed together, and states’ role in shaping national and international responses remains understudied, which hinders a comprehensive understanding of irregular migration governance. To address this issue, this innovative book investigates irregular migration by concurrently analysing the viewpoints of migrants, states, and their local populations. To that end, it builds on multidisciplinary insights from international relations, migration studies, political science, and other disciplines, and adopts Italy and Australia as two highly relevant yet rarely compared case studies, with a focus on their migratory foreign policies. In arguing for a multidisciplinary and holistic interpretation of irregular migration, it sheds new light on an influential and permanent feature of our times through key theory, security, and policy implications, as well as with relevant proposals. Media pundits, politicians, and the public are often skeptical or ambivalent about granting asylum. They fear that asylum-seekers will impose economic and cultural costs and pose security threats to nationals. Consequently, governments of rich, democratic countries attempt to limit who can approach their borders, which often leads to refugees breaking immigration laws. In Refuge beyond Reach, David Scott FitzGerald traces how rich democracies have deliberately and systematically shut down most legal paths to safety. Drawing on official government documents, information obtained via WikiLeaks, and interviews with asylum seekers, he finds that for ninety-nine percent of refugees, the only way to find safety in one of the prosperous democracies of the Global North is to reach its territory and then ask for asylum. FitzGerald shows how the US, Canada, Europe, and Australia comply with the letter of law while violating the spirit of those laws through a range of deterrence methods-first designed to keep out Jews fleeing the Nazis-that have now evolved into a pervasive global system of "remote control." While some of the most draconian remote control practices continue in secret, Fitzgerald identifies some pressure points and finds that a diffuse humanitarian obligation to help those in need is more difficult for governments to evade than the law alone. Refuge beyond Reach addresses one of the world's most pressing challenges-how to manage flows of refugees and other types of migrants-and helps to identify the conditions under which individuals can access the protection of their universal rights.

The Oxford Handbook of International Refugee Law is a comprehensive, critical work, which analyses the state of research across the refugee law regime as a whole. Drawing together leading and emerging scholars, the Handbook provides both doctrinal and theoretical analyses of international refugee law and practice. In a modernist interpretation of migration controls, nation states play a major role. This book challenges this interpretation by showing that comprehensive migration checks and permanent border controls appeared much earlier, in early modern dynastic states and empires, and predated nation states by centuries. This book explores dominance in Australia’s medical culture through the positioning of international medical graduates (IMGs). It argues that IMGs are ‘othered’ and ultimately positioned as an underclass, a positioning validated and reinforced by the intersecting inequalities of class, race and nation. It also suggests that the positioning of IMGs is organised through the dimensions of structural power, hegemonic power and interpersonal power, which allow an exploration of power relations between the structures of the health system, the Australian medical profession and the agency of IMGs. The Australian narrative presented to the world espouses a community of social justice and human rights. Instead, an historical lens traces the formation and persistence of difference represented in ethnocentrism, racism and xenophobia from 1788 to the present. The research presented is multidisciplinary in scope. An anti-oppressive theoretical framework enables the voices of lived experience to penetrate throughout and a social justice platform engages the participants and the reader into the interwoven conversations. The data set comprises a focus group, 10 individual interviews with IMGs and a selection of inquiry submissions revealing rich and sometimes shocking evidence to paint a stark picture. Other medical voices join the conversation via media responses to revelations of experiences not only by IMGs but also by Australian-trained doctors. It exposes a toxic culture endemic with bullying and sexual harassment.This book is of interest to practitioners, researchers and administrators in the fields of medical education, human resource management, legal studies, health sciences, social sciences, health services, government departments, universities and hospitals, as well as those tasked with duty of care and the provision of a safe workplace. The voices gifted to this study raise awareness of current issues within medicine in Australia at a very personal level and begin to formulate a policy and practical response to address these disturbing revelations.

This book explores the Afro-diasporic experiences of African skilled migrants in Australia. It explores research participants' experiences of migration and how these experiences inform their lives and the lives of their family. It provides theory-based arguments examining how mainstream immigration attitudes in Australia impact upon Black African migrants through the mediums of mediatised moral panics about Black criminality and acts of everyday racism that construct and enforce their 'strangerhood'. The book presents theoretical writing on alternate African diasporic experiences and identities and the changing nature of such identities. The qualitative study employed semi-structured interviews to investigate multiple aspects of the migrant experience including employment, parenting, family dynamics and overall sense of belonging. This book advances our understanding of the resilience exercised by skilled Black African migrants as they adjust to a new life in Australia, with particular implications for social work, public health and community development practices.
