China is the fastest-growing economy in the world, with per capita incomes more than quadrupling since 1978, achieving in two generations what took other countries centuries. Although swift growth and structural change have resolved many problems, they also have created new challenges - employment insecurity, growing inequality, stubborn poverty, mounting environmental pressures, rising costs of food self-sufficiency, and periods of macroeconomic instability stemming from incomplete reforms. 'At China's Table - Food Security Options' focuses on how China will avoid national chronic food insecurity. The report evaluates solutions such as food storage and other alternatives for addressing the problems of transitory food insecurity from drought or other seasonal calamity. It discusses national food security constraints and the investments required to maintain total factor productivity of 1.0 percent per year. The study also models and projects food supply and demand for 2020.

This book, the first in its field in a Western language, examines China’s native phonological tool with regard to reconstruction, theory, and linguistic philosophy. After an introductory essay on the nature of the tables and the history of their interpretation, the book concentrates on three areas: application of rime table theory to reconstruction, the history of rime table theory, and the application of the tables to descriptive linguistics. An appendix details a number of 20th century systems for transcribing their phonology into Roman letters. Volatile exchange rates and how to manage them are a contentious topic whenever economic policymakers gather in international meetings. This book examines the broad parameters of exchange rate policy in light of both high-powered theory and real-world experience. What are the costs and benefits of flexible versus fixed exchange rates? How much of a role should the exchange rate play in monetary policy? Why don't volatile exchange rates destabilize inflation and output? The principal finding of this book is that using monetary policy to fight exchange rate volatility, including through the adoption of a fixed exchange rate regime, leads to greater volatility of employment, output, and inflation. In other words, the "cure" for exchange rate volatility is worse than the disease. This finding is demonstrated in economic models, in historical case studies, and in statistical analysis of the data. The book devotes considerable attention to understanding the reasons why volatile exchange rates do not destabilize inflation and output. The book concludes that many countries would benefit from allowing greater flexibility of their exchange rates in order to target monetary policy at stabilization of their domestic economies. Few, if any, countries would benefit from a move in the opposite direction.

This volume examines the conditions necessary for a stable nuclear-weapons-free world and the implications for nuclear disarmament policy. The Nuclear Non-Proliferation Treaty (NPT) is a road map to nuclear zero, but it is a rudimentary one and it says nothing about the kind of zero to aim for. Preferably, this would be a world where the inhibitions against reversal are strong enough to make it stably non-nuclear. What then are the requirements of stable zero? The literature on nuclear disarmament has paid little attention to this question. By and large, the focus has been on the next steps, and discussions tend to stop where the NPT stops: with the elimination of the weapons. This book seeks to fill a lacuna by examining the requirements of stable zero and their implications for the road map to that goal, starting from the vision to the present day. The volume highlights that a clear conception of the goal not only is important in itself, but can shed light on what kind of disarmament process to promote. This book will be of much interest to students of nuclear proliferation, global governance, security studies and IR.

This book explains the increasingly turbulent Sino–Japanese relations since the 2000s by innovatively investigating the formation mechanism of mutual misperception deeply rooted in China-Japan-U.S. trilateral structural dynamics. The political and security relationship has been increasingly deteriorating against the high interdependency between the world’s second and third largest economies. More ironically, both sides have also shown the intent and made efforts to improve bilateral ties. The author systematically conducts a focused comparison of the evolution of the Sino-Japanese mutual perceptions and policies toward one another during the past decade and a half. Empirically, Yun Zhang closely examines five case studies that provide insights to IR students and scholars and policy makers on how misperception and mistrust have formed, replicated, and intensified.

The book examines the political and economic developments in East Asia since the end of the Cold War in an attempt to identify a broad pattern of transition, particularly in terms of the reshaping of the state's relations with forces and institutions in economy, politics and domestic- international interactions. The chapters are organised into three parts: I: The state in the new economy; II: The state in the new politics; III: The state in the new global environment. The contributors find a general pattern of the state's withdrawal from these three areas. But it is not simply that the market takes over, as some envisaged. Instead, the transition is moving towards a set of governance-producing arrangements in which the role of both the market and the state are appreciated. The book concludes that a more sophisticated approach is needed to the problems of development vs. governance, the state vs. the market, and global dynamics vs. national interests, for a better understanding of the dynamic transition and the consequent new political economy in East Asia.
