The document provides a background to the need for managing fishing capacity and a review of technical and policy issues that arise in doing so. A summary of recommendations is included.

The case studies include two from the European Union (the United Kingdom and the Netherlands) and one for Iceland, two from the United States' eastern seaboard, seven accounts from Australia, one for New Zealand, one for Alaska, one for Briish Columbia and one for Chile (Patagonia).
