This book examines how opposition groups respond to the dilemma posed by authoritarian elections in the Arab World, with specific focus on Jordan and Algeria. While scholars have investigated critical questions such as why authoritarian rulers would hold elections and whether such elections lead to further political liberalization, there has been comparatively little work on the strategies adopted by opposition groups during authoritarian elections. Nevertheless, we know their strategic choices can have important implications for the legitimacy of the electoral process, reform, democratization, and post-election conflicts. This project fills in an important gap in our understanding of opposition politics under authoritarianism by offering an explanation for the range of strategies adopted by opposition groups in the face of contentious elections in the Arab World.

This Handbook analyzes elections in the Middle East and North Africa and seeks to overcome normative assumptions about the linkage between democracy and elections. Structured around five main themes, contributors provide chapters detailing how their case studies illustrate specific themes within individual country settings. As the United States and the countries of Western Europe have sought to promote democratic rule in those parts of the world that have not enjoyed the blessings of liberty, they have failed to consider an important factor. Competitive elections, the sine qua non of democratic government, often gives rise to serious bouts of political violence: mob riots, inter-party fighting, and internal wars. The essays collected in this volume evaluate the relationship between terrorist activity and electoral politics. This book offers a novel and parsimonious framework to help understand Hong Kong’s lengthy democratic transition by analyzing the electoral dynamics of the city’s competitive authoritarian political system, where pro-Beijing and pro-democracy parties have struggled to keep each other in check. The author demonstrates how a relatively liberal media environment has shaped the electoral incentives of the opposition and the pro-establishment elite differently, which has helped the latter improve its basis of electoral support. For over three decades, Islamist politics, or political Islam, has been one of the most dynamic and contentious political forces in the Middle East. Although there is broad consensus on the importance of political Islam, there is far less agreement on its character, the reasons for Islamist’s success, the role of Islamist movements in domestic and international affairs, or what these movements portend for the future. This volume addresses a number of central questions in the study of Islamist politics in the Middle East through detailed case studies of some of the region’s most important Islamist movements. Chapters by leading scholars in the field examine the Egyptian Muslim Brotherhood, Hamas, Hizbullah, Morocco’s Justice and Benevolence, the Jordanian Muslim Brotherhood, the Sunni Insurgency in Iraq and Islamist politics in Turkey and Iran.
