The social and economic forces that worked together to bring the Ba'thist party to power in 1963: the failure of traditional and liberal leadership, an agrarian crisis, the development of party ideology, the politicization of the army and rural mobilization - are examined in this study. Dr Hinnebusch aims to show how the Ba'th's road to power shaped its ideology and the character of its rule. Attention is then given to the pillars of state power - the army, political organizations and the peasantry. The author concludes that the regime has pursued a dual strategy for maintaining power - placing kin and clientelist networks at the levers of coercive power and building structures based on the mass incorporation of the rural population.

For almost forty years Syria has been ruled by a populist authoritarian regime under the Ba'th Party, led since 1970 by President Hafiz al-Asad. The durability and resilience of this regime is a striking contrast to the instability and intense social conflict that preceded the Bath's seizure of power, when Syria was seen as among the least stable of Arab states. This dramatic transition raises questions about how the Ba'th succeeded in constructing the institutions needed to consolidate a radically populist and authoritarian system of rule. The Ba'th's accomplishment also poses a significant theoretical challenge to the widely held view that populist strategies of state building are inherently unstable.Drawing on evidence from Syrian, American, and British archives as well as from published French and Arabic sources, Steven Heydemann explains the capacity of the Ba'th to overcome the obstacles that typically undermine the consolidation of radical populist regimes. He links the Ba'th's adoption of a radical populist strategy of state building, and its capacity to implement this strategy, to the dynamics of social conflict, state expansion, and structural change in the political economy of post-independence Syria. Arguing that conventional accounts of Syrian politics neglect the centrality of institutions and institutional change, Heydemann shows how shifts in the pattern of state intervention after 1946 transformed Syria's political arena.

Rejecting conventional explanations for Syrian foreign policy, which emphasize the personalities and attitudes of leaders, cultural factors peculiar to Arab societies, or the machinations of the great powers, Fred H. Lawson describes key shifts in Damascus's response to regional adversaries in terms of changes in the intensity of political struggles at home. Periodic eruptions of domestic conflict have inspired Syria's ruling coalition to adopt a wide range of programs designed to buy off domestic rivals and perpetuate the predominance of individual coalition members. These programs have undermined the unity of the Ba'thi regime, increasing the chances that opponents will overturn the established order. Challenges to the Ba'thi regime become most threatening whenever crises of accumulation shake the domestic political economy, Lawson contends. Opposition forces gain strength when the state cannot sustain new investment or when competition increases between public and private enterprises. Political and economic trends inside Syria have determined why Damascus has since 1963 alternately escalated tensions with regional rivals and adopted more accommodating postures. Lawson traces this dynamic through five major episodes: the 1967 war with Israel; limited intervention in Jordan in 1970; the widening conflict in Lebanon in 1976; the defusing of conflict with Iraq in 1982; and the rapprochement with Turkey over Kurdish separatism in 1994. These patterns, Lawson suggests, may be characteristic of nations changing from one domestic economic system to a radically different one, as Syria has in the transition from state socialism to a privatized political economy.

Alternative forms of government and statehood exist in the Middle East and North African regions. Using empirical evidence from Syria, Libya, Lebanon, Tunisia, Iraq, Yemen, and Mali, the authors explore non-standard cases where power may be retained by a state but must be shared with a number of local actors, resulting in limited statehood and hybrid governance, which leads to competition and sharing of symbolic and political power within a state. This book is intended to prompt a critical reflection on the meaning of governance. It will illuminate informal structures which deserve attention when studying governance and power dynamics within a state or a region. In Syria and the Middle East Peace Process, Alasdair Drysdale and Raymond A. Hinnebusch, two noted Middle East scholars, present the first detailed examination of Syria's role in the long struggle for an Arab-Israeli peace. In 1997 Turkey and Syria were on the brink of war, engaged in a very real power struggle. Turkey was aligned with Syria's main enemy, Israel, and there were seemingly intractable differences on the issues of borders, the sharing of river waters and trans-border communities. In less than a decade, relations were transformed from enmity to amity. Border issues and water sharing quarrels were moving towards amicable settlement and the two states' policies toward the Kurdish issue converging. Turkey undertook to mediate the Syrian-Israeli conflict and close political and economic relations were developing rapidly between the two states. Yet, with the Syrian Uprising, relations returned to enmity. What explains these remarkable changes? Given that Turkey and Syria are two pivotal states in the region, what are the implications of this changing relationship for the international politics of the Middle East, the balance of power and regional stability? In this internationally collaborative work, co-edited by Raymond Hinnebusch and Özlem Tür, British, Syrian and Turkish scholars address these questions and examine the various domestic and international drivers in this key regional relationship. Tania El Khoury’s Live Art is the first book to examine the work of Tania El Khoury, a “live” artist deeply engaged in the politics and histories of the South West Asia and North Africa (SWANA) region. Since the 2011 Syrian uprisings, El Khoury has conceived and created works about lived experiences at and across international borders in collaboration with migrants, refugees, and displaced persons as well as other artists, performers, and revolutionaries. The developments of early 2011 changes the political landscape of the Middle East. But even as urgent struggles continue, it remains clear that authoritarianism will survive this transformational moment. The study of authoritarian governance, therefore, remains essential for our understanding of the political dynamics and inner workings of regimes across the region. This volume considers the Syrian and Iranian regimes—what they share in common and what distinguishes them. Too frequently, authoritarianism has been assumed to be a generic descriptor of the region and differences among regimes have been overlooked. But as the political trajectories of Middle Eastern states diverge in years ahead, with some perhaps consolidating democratic gains while others remaining under distinct and resilient forms of authoritarian rule, understanding variations in modes of authoritarian governance and the attributes that promote regime resilience becomes an increasingly urgent priority.
