The Evaluation Of Active Labour Market Policies

eBook Download

BOOK EXCERPT:

This book argues that active labour market policies are necessary to improve the position of the unemployed but have so far performed relatively poorly. The contributing authors seek ways to improve active labour market policy and consider three means of doing so: improving the quality by better targeting and by better-designed measures, more efficient implementation and delivery, and better performance by benchmarking the various implementation agencies involved.

eBook Download

BOOK EXCERPT:

Industrial issues are often inextricably linked with labour market concerns and policy approaches that attempt to consider production and employment separately are inherently flawed." This controversial statement sums up the heart of this important book. With contributions from such scholars as Keith Cowling, Malcolm Sawyer and Michael Kitson, Industrial and Labour Market Policy and Performance covers such topics as: * the increasing inequality between rich and poor * the links between innovation, competition and collaboration * education, skills formation and human resource management The evidence-led nature of the book will make it an important and useful read for students and academics involved in labour economics, industrial economics and industrial policy. Benchmarking Carrots And Sticks

eBook Download

BOOK EXCERPT:

Social benchmarking is an evaluation method in which the performance levels of different public social programs are compared, either relatively to each other or to an absolute value. The first part of this research discusses the use of social benchmarking for the evaluation of active labour market policies. This part also develops a social benchmark model, which can be used to assess the performance of active labour market policies in general, and work-based employment programs in specific. The second part of this research consists of the actual benchmarking of the work-based employment programs in five countries: Australia, Canada, the Netherlands, Switzerland and the United Kingdom

Labour Market Policy And Unemployment

eBook Download

BOOK EXCERPT:

This book examines the effectiveness of active labour market policies and their contribution to the prevention of social exclusion. The evaluation studies reported in this volume focus on two aspects of active labour market policies that have been relatively neglected in previous research and merit special attention. The first part of the book deals with aggregate impact analysis. Using examples from France, Germany, The Netherlands and Spain, the contributors attempt to estimate the impact of active labour market policies on the transition from unemployment to employment using aggregate data at the regional level. Although quantitative in nature, these contributions take into account qualitative aspects such as the socio-economic context of the countries concerned and the structure of active labour market policies. The book then focuses on implementation issues and includes implementation studies carried out in Germany, The Netherlands and Sweden. The qualitative element plays a far more important role in these contributions which rely on case studies and surveys in addition to statistical data.

Unemployment Wages And The Impact Of Active Labour Market Policies In A Regional Perspective

eBook Download

BOOK EXCERPT:

Labour markets within countries vary in their performance. Some regions suffer from labour shortages, while others are faced with high unemployment figures. Furthermore structure and qualification of the workforce differs, and real wage patterns show diverging pictures between and within regions. Based on these empirical facts this study sheds some light on the wage unemployment relation and the impact active labour market policies has on this. Basic assumption is that market imperfections lead to unemployment in regional labour markets, partly owing to region-specific wage structures, and that active labour market policies can alleviate this problem. Five aspects are focused: The interaction of regional unemployment and wages based on the wage curve, the question how qualification patterns influence the regional wage level, the effectiveness of regional labour market policies, the impact of these policies on regional wage-setting, and the impact of employment service performance on real wages.
