BOOK EXCERPT:
Cities are experiencing unprecedented times. In addition of managing the best possible post-pandemic recovery, Cities are at the beginning of the 4th industrial revolution, and all want to play a relevant role in it. To achieve this, they must retain and attract the necessary talent. There is a fierce competition where cities transform to become as attractive as possible. But what makes a city attractive (from emotional and rational sides) to talented citizens? For mayors and city directors: how can I prepare my city for this goal? What kind of transformations in the medium-long term should I develop? And in the short term, what processes and technologies (SmartCity) should I put in place? And from the point of view of citizens: how do I choose the best city to develop my full potential? Which one offers me the best citizenship contract? Where am I going to enjoy the best services with the highest quality of life and lower taxes/cost of life? In addition, the city must be attractive, with a strong identity and dynamism and promising future. Can I find the cities that best suit my aesthetic and emotional preferences, and that also offer me the services that I consider a priority at the lowest cost to my pocket? Find all the answers in this book.

BOOK EXCERPT:
The promise of competitiveness and economic growth in so-called smart cities is widely advertised in Europe and the US. The promise is focussed on global talent and knowledge economies and not on learning and innovation. But to really achieve smart cities – that is to create the conditions of continuous learning and innovation – this book argues that there is a need to understand what is below the surface and to examine the mechanisms which affect the way cities learn and then connect together. This book draws on quantitative and qualitative data with concrete case studies to show how networks already operating in cities are used to foster and strengthen connections in order to achieve breakthroughs in learning and innovation. Going beyond smart cities means understanding how cities construct, convert and manipulate relationships that grow in urban environments. Cities discussed in this book – Amman, Barcelona, Bilbao, Charlotte,Curitiba, Juarez, Portland, Seattle and Turin – illuminate a blind spot in the literature. Each of these cities has achieved important transformations, and learning has played a key role, one that has been largely ignored in academic circles and practice concerning competitiveness and innovation.

BOOK EXCERPT:
This book provides a comprehensive introduction to the study of sensors and the Internet of Things (IoT) from a government and public policy perspective. Since 2011, federal spending on IoT has been growing at a compound annual rate of ten percent. New technologies, such as sensors, and new kinds of data, such as big data, are creating new ways to systematically capture data and to use it to respond to complex problems. Some of these new technologies and applications have been identified and studied in recent literature in terms of their relevance to government. This volume adds to the literature by presenting sound theories and concepts for understanding the opportunities and challenges governments face when seeking to improve public services and government operations through the use of IoT. It also includes innovative methodologies for building understanding of the potential of a smart and connected government. In addition, the book offers relevant case studies and practical recommendations for the development, management, and evaluation of public policies and government programs.

BOOK EXCERPT:
A gripping new investigation into the underbelly of digital technology, which reveals not only how costly the virtual world is, but how damaging it is to the environment. A simple ‘like’ sent from our smartphones mobilises what will soon constitute the largest infrastructure built by man. This small notification, crossing the seven operating layers of the Internet, travels around the world, using submarine cables, telephone antennas, and data centres, going as far as the Arctic Circle. It turns out that the ‘dematerialised’ digital world, essential for communicating, working, and consuming, is much more tangible than we would like to believe. Today, it absorbs 10 per cent of the world’s electricity and represents nearly 4 per cent of the planet’s carbon dioxide emissions. We are struggling to understand these impacts, as they are obscured to us in the mirage of ‘the cloud’. Some telling numbers: If digital technology were a country, it would be the third-highest consumer of electricity behind China and the United States. An email with a large attachment consumes as much energy as a lightbulb left on for one hour. Every year, streaming technology generates as much greenhouse gas as Spain — close to 1 per cent of global emissions. One Google search uses as much electricity as a lightbulb left on for up to two minutes. All of humanity produces five exabytes of data per day, equivalent to what we consumed from the very beginnings of the internet to 2003 — an amount that would fill 10 million Blu-ray discs which, piled up, would be as high as the Eiffel Tower. At a time of the deployment of 5G, connected cars, and artificial intelligence, The Dark Cloud — the result of an investigation carried out over two years on four continents — reveals the anatomy of a technology that is virtual only in name. Under the guise of limiting the impact of humans on the planet, it is already asserting itself as one of the major environmental challenges of the twenty-first century.

BOOK EXCERPT:
Asian countries have introduced major reforms and new institutional mechanisms in recent years to promote the engagement of elected local governments, civil society, and the private sector. This book examines emerging issues in democratic local governance and factors that influenced the impetus for and the substance of reforms. It asks the following questions: - What have been the challenges in designing and implementing decentralization policies and programs? - What are the constraints on strengthening citizen participation? - Can reforms promote gender and rights perspectives in local governance? - What is the role of local government in service delivery and access? - How effective are the mechanisms for accountability and transparency in local governance? - What are the driving forces influencing democratic local governance reform? The book addresses these questions as it discusses studies from theoretical and comparative perspectives on specific issues as well as myriad cases across Asia, often dealing with country-specific reforms.
