Biosecurity Dilemmas

eBook Download

BOOK EXCERPT:

Biosecurity Dilemmas examines conflicting values and interests in the practice of “biosecurity,” the safeguarding of populations against infectious diseases through security policies. Biosecurity encompasses both the natural occurrence of deadly disease outbreaks and the use of biological weapons. Christian Enemark focuses on six dreaded diseases that governments and international organizations give high priority for research, regulation, surveillance, and rapid response: pandemic influenza, drug-resistant tuberculosis, smallpox, Ebola, plague, and anthrax. The book is organized around four ethical dilemmas that arise when fear causes these diseases to be framed in terms of national or international security: protect or proliferate, secure or stifle, remedy or overkill, and attention or neglect. For instance, will prioritizing research into defending against a rare event such as a bioterrorist attack divert funds away from research into commonly occurring diseases? Or will securitizing a particular disease actually stifle research progress owing to security classification measures? Enemark provides a comprehensive analysis of the ethics of securitizing disease and explores ideas and policy recommendations about biological arms control, global health security, and public health ethics.

Biosafety And Biosecurity

eBook Download

BOOK EXCERPT:

There are many guidelines, protocols and advisories that outline how biosafety and biosecurity can be adopted by institutions around the world. Whilst helpful, many of these are tailored to affluent Western nations. This leaves developing nations far behind since their laboratories and institutions are resource-scarce and biosafety and biosecurity are not mainstreamed entirely among the different laboratory workers, healthcare professionals, researchers, and academics. Biosafety and Biosecurity: Practical Insights and Applications for Low and Middle-Income Countries aims to bridge this gap by comprehensively summarizing the state and development of biosafety and biosecurity in developing and developed nations in a comparative analysis. This book includes basic concepts and principles of biosafety and biosecurity, including certification and legal frameworks, both international and local, and biosafety and biosecurity across disciplines including environmental, medical, and special topics that are relevant to countries with comparable conditions. This proposed book solves the problem of the lack of a prescribed professional title that comprehensively summarizes the state and development of biosafety and biosecurity throughout the world, allowing the reader a 360 view of the subject area. This book will appeal to a global audience of biorisk officers, health and safety professionals and specialists in the life sciences, health and allied fields, environmental science, engineering, and plant and animal agriculture.

War On All Fronts

eBook Download

BOOK EXCERPT:

An argument for the centrality of rights in health security, and how to apply ethical principles to protecting those rights during public health crises. In recent years, efforts to respond to infectious diseases have been described in terms of national and global security, leading to the formation of the field of “health security.” In War on All Fronts, Nicholas G. Evans provides a novel theory of just health security and its relation to the practice of conventional public health. Using COVID-19 as a jumping-off point to examine wider issues, including how the US thinks about and prepares for pandemics, Evans shows the flaws in using the “war metaphor" and how any serious understanding of health security must square with human rights—even when a disease poses a threat to national security. Evans asks what ethical principles justify declaring, and taking action during, a public health emergency such as the ongoing COVID-19 pandemic. The relevant principles, he argues, parallel those of the ethics of armed conflict. Just war theory, properly understood, begins with pacifism and a commitment to the right not to be killed and then steps back to ask under what limited conditions it is permissible to kill. In a similar way, a just health security must also begin with the idea that public health should hold human rights sacrosanct and then ask under what limited conditions other concerns might prevail. Evans’s overall goal is to formulate a guide to action, particularly as the world deals with the fallout of the COVID-19 pandemic. Turning to the transition from war back to peace in public health, he looks at reparation, rebuilding, and the accountability of actors during the crisis.
