Crises occur in all societies across world, and can be natural (such as hurricanes, flooding, and earthquakes), man-made (such as wars and economic downturns), or, often, a combination of both (such as famines, the flooding of New Orleans in 2005 after Hurricane Katrina and subsequent levy failures, and the earthquake, tsunami, and nuclear disaster in Japan in 2011). Crises cause fatalities, injuries, and property damages as well as introduce uncertainty and challenges for individuals, societies, and polities. Yet, we see individuals and communities rebounding effectively from crises all the time. How do communities go about returning to normalcy and beginning again the mundane life of every day affairs? This edited volume looks at bottom-up responses to crises. The chapters in this volume will highlight the ingenuity and persistence of individuals and private organizations as well as discuss the possibilities, limitations, and adaptability of bottom-up responses. It argues that there are many ways that local leaders, entrepreneurs, and community members can play a role in their own recovery by examining the capabilities, feedback mechanisms, and network effects of decentralized crisis response and recovery efforts. Chapters will focus on the role of local emergency managers in the disaster management process and offer suggestions for reform and the role of businesses, citizens, and children in providing crisis response and recovery. This book will also consider theories of self-governance and nonviolent action in encouraging and sustaining bottom-up recovery.

In contemporary society, public services struggle to maintain a high quality of service if the authority responsible for the service delivery experiences resource deficit and increased uncertainties and vulnerabilities. This thesis explores how information and communication technology (ICT) can enable new types of network collaborations – co-production – between government (municipalities) and citizens, for a more effective crisis and emergency response. This is explored in the light of digitalization and taking an end-user perspective. The thesis’s first objective is to describe the transformation toward ICT-enabled co-production. The second objective is to identify opportunities and challenges involved in ICT-enabled co-production. The thesis’s method includes two case studies supported by various theories and approaches: network collaboration (including co-production), sociotechnical systems, and end-user involvement. The data collection is conducted using semi-structured interviews, focus groups, user participation techniques, and document reviews. The intended audience is practitioners (local government and national agencies) and researchers within crisis and emergency response, information systems (IS), and public administration research disciplines and domains (e.g. co-production). The description of the transformation toward ICT-enabled coproduction in crisis and emergency response is a result in its own right. Here, the citizen volunteers become involved in the actual delivery of the response, despite non-specific competence and non-organizational affiliation. In relation to the transformation toward co-production, the thesis concludes that digitalization facilitates end-user involvement in the ICT development process and increases their influence. If open systems as mobile technologies are used, end-users can adapt the technology on their own and add technologies, without the support of the formal developer or local government. The thesis also identifies opportunities and challenges of ICT-enabled co-production. Examples of opportunities include citizen volunteers having a high degree of engagement, being an effective complement to professional responders, and increasing perceived safety in the community. This informal structure of co-production enabled by ICT minimizes the need for local governments to spend resources on managing collaboration. Examples of challenges include the lack of organizational affiliation of volunteers (e.g. integration of citizen volunteers, i.e. end-users with non-organizational affiliation in the technology of the ICT system) and aspects of formal and social control (regulation, and moral and privacy issues). The thesis’s contributions include enriched knowledge of essential aspects to consider when developing ICT-enabled co-production with an end-user perspective, and an understanding of the transformation of the application domain over time and the implications of ICT-enabled coproduction. This makes it easier to comprehend and develop contemporary and future co-productions. The thesis is perceived to have high originality and value since it studies time periods in which local government, technology, and crisis and emergency response have undergone dramatic changes, and explores one of the first Swedish empirical initiatives involving citizen volunteers as responders. Throughout the last 20 years, the study of disasters has developed into a well respected body of know ledge in the social sciences. Disaster research has found its way to several disciplines and it has been remarkably receptive to multi and interdisciplinary impulses. Many disaster studies show how important and stimulating it is to explore events and developments which reach beyond the usual business of the social and political fabric. There. is quite a difference between the daily routines of social and political life, and the upheaval, stress, and shock of a life-threatening danger which may fall upon society. Even when the danger does not materialize to the fullest and society gets off with a fright, the population as well as the authorities may experience demanding situations and critical moments which ask for an effective and quick response. Although the study of disasters is in steady progress, there still remains a lot to be done. One of the blind spots in disaster research continues to be cross national knowledge of disasters and disaster management. Certainly, during the last decade a number of encouraging efforts have been made to promote a more international perspective in disaster management. But as disasters and crises will increasingly feature transnational and even global characteristics, in that sense disaster and crisis research are lagging behind. Students of disasters and crises cannot limit themselves to typically domestic and local events.

In March 1993, Secretary of Defense Aspin initiated a comprehensive review of the nation's defense strategy, force structure, modernization, infrastructure, and foundations. He felt that a department-wide review needed to be conducted "from the bottom up" because of the dramatic changes that have occurred in the world as a result of the end of the Cold War and the dissolution of the Soviet Union. These changes in the international security environment have fundamentally altered America's security needs. Thus, the underlying premise of the Bottom-Up Review was that we needed to reassess all of our defense concepts, plans, and programs from the ground up. This final report on the Bottom-Up Review provides the results of that unprecedented and collaborative effort. It represents the product of hundreds of individuals' labor and dedication. It describes the extensive analysis that went into the review and the recommendations and decisions that emerged.
