Before the Kosovo conflict, the countries of South East Europe were at different stages of economic development and transition towards a market economy. This paper considers the impact of the crisis in Kosovo in 1999 and the subsequent progress made by the region in terms of economic growth and government reform. It acknowledges the positive impact of the donor community upon this progress, and points out that ongoing progress depends upon effective governance and policy development in order to attract private investment into the region.

This study examines the progress made by the countries of south-east Europe (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, FYR Macedonia, Romania, and the Federal Republic of Yugoslavia) towards implementing structural economic reforms in the three years since the end of the Kosovo conflict, as well as considering the challenges that lie ahead. It discusses four key areas of reform: strengthening public finances and fighting corruption; creating a liberal trade environment; encouraging foreign investment; and fostering the growth of private markets.

Even though international peacebuilding has rapidly expanded in the last two decades to respond to more multi-faceted and complex conflicts, the field has lagged behind in documenting the impact and success of projects. To help address this gap, the Alliance for Peacebuilding, one of the leading networks in the field, has brought together 13 stories of innovative peacebuilding practices from around the world in Building Peace. While the projects covered are diverse in nature, together they demonstrate the significant impact of peacebuilding work. Contributors created new institutions to prevent and manage conflicts at the local or national levels, helped restore relationships in conflict-affected communities, and empowered citizens to work for positive change in their societies across ethnic, religious, and political divides. It’s clear that there is no quick fix for violence but this volume will go a long way in providing inspiration and practical tools for policymakers, academics and practitioners who seek to make significant and valuable contributions towards achieving peace.

This book analyses the European Union’s (EU) approach to peacebuilding in its Common Security and Defence Policy (CSDP) missions, and explores how this approach impacts the EU’s role in international conflict management. Peacebuilding carried out through CSDP instruments has become central to the self-conception of the EU as an actor in international conflict management. EU missions and operations have, for the most part, been deployed to promote peacebuilding efforts in post-conflict situations, in particular through capacity-building, reforms and rebuilding of state structures. This book focuses explicitly on the peacebuilding dimension of the CSDP while exploring why and how the EU has adopted peacebuilding in its CSDP actions as a norm and a practice. It analyses how peacebuilding in EU missions is conceptualised, designed, governed and implemented. The book examines the extent to which EU missions and operations reflect a normative and practical commitment of the EU to peacebuilding – that is to say, the extent to which CSDP instruments have been shaped by international peacebuilding norms and EU foreign policy. Drawing on empirical insights from decision- and policymaking processes in Brussels as well as from missions in Mali and in Bosnia and Herzegovina, this book offers critical perspectives on the EU’s role as an international peacebuilding actor. The Republic of Cyprus’ social and political culture is deeply partitocratic, with a close relationship between state apparatus and the parties that influence the government’s decisions. However, little is known about the social and political implications of the above traits, and even less about how parties influence and are influenced by society at large. The concept of linkage, which refers to the linking of citizens with government and the political process, is vital in the study of the electoral or ideological considerations of parties. Parties’ decisions regarding their organization and image correlates with the effort made to keep up with public opinion. Party-Society Relations in the Republic of Cyprus adds a new dimension to the study of linkage, considering the complexity of civil society as well as exploring the dynamics of political parties. Bringing together specialists from a range of disciplines, it examines the wider effects of partitocracy on democracy and uses it as a frame for exploring the construction, maintenance or deformation of links between social groups and parties. This book examines the European Union’s everyday statebuilding practices, using the case of Kosovo as an example of how it uses informal practices to influence local actors. The objective of the book is to explain how the EU operates as a statebuilding actor in the everyday context, outside its zone of comfort. It illustrates the EU’s dynamics of dealing with the local actors through everyday practices, which are understood as informal means or practices of interaction with the local actors in the framework of three key issues of relevance for statebuilding process for the EU: rule of law, reforming public administration and resolving bilateral disputes. The book shows how the EU utilizes everyday practices to influence decision-making process on the part of the government in order to ensure a particular outcome, be that diffusing a norm or promoting its own interests; in doing so, it gives an important insight into what these interests actually are in practice. In providing an insight into how the EU works as a statebuilding actor in practice in the everyday context, it unmasks factors that facilitate the EU’s influence on other countries that it considers to be ‘ailing’, such as Kosovo, in order to secure desired behaviours, decisions, and actions on the part of the local government. It also unmasks the EU’s commitment to being an ethical actor by unearthing practices that undermine local agency, the practical intentions of the EU’s statebuilding intervention approaches, and the reality that hides behind the façade of public statements on the part of the EU and the local government. In doing so, the book provides a new way to look at the EU as a statebuilding actor. With existing literature focusing largely on Western perspectives of peace and their applications, a global understanding of peace is much needed. Spurred by more recent debates and discourses that criticize the dominant realist and liberal approaches for crises in contemporary state- and peace-building, the contributors to this handbook emphasize not only the need to solve this eternal conundrum of humanity, but also demand—with the rise of increasingly more violent conflicts in international relations—the development of a global interpretive framework for peace and security. To this end, the present handbook examines conceptual, institutional and normative interpretive approaches for making, building and promoting peace in the context of roles played by state and non-state actors within local, national, regional, and global units of analysis.
