From the late 1970s until the present day, the New Public Management movement flourished in the United Kingdom, New Zealand, Australia and a number of other countries over the globe. Nowadays, governments across the world are more service-oriented than previously, and administrative system innovations are encouraging new ways of improving public services. Increasingly, more and more countries are witnessing administrative innovations to provide better, quicker, and more efficient and effective service to the public. To this end, this collection of essays highlights public service theory and practices. While some chapters concentrate on innovation in administrative systems, others pay attention to more theoretic and practical issues. A few examine municipal-level public service and innovation, whereas others focus on environment, community policing, public infrastructure, partnership governance, and e-service and e-participation, as well as citizen participation. The book represents an excellent, updated resource for scholars, students and practitioners in the broad field of public administration, public policy, public affairs and public management.

The volume includes a set of selected papers extended and revised from the International Conference on Informatics, Cybernetics, and Computer Engineering. An information system (IS) - or application landscape - is any combination of information technology and people's activities using that technology to support operations, management. In a very broad sense, the term information system is frequently used to refer to the interaction between people, algorithmic processes, data and technology. In this sense, the term is used to refer not only to the information and communication technology (ICT) an organization uses, but also to the way in which people interact with this technology in support of business processes. Some make a clear distinction between information systems, and computer systems ICT, and business processes. Information systems are distinct from information technology in that an information system is typically seen as having an ICT component. It is mainly concerned with the purposeful utilization of information technology. Information systems are also different from business processes. Information systems help to control the performance of business processes. Computer engineering, also called computer systems engineering, is a discipline that integrates several fields of electrical engineering and computer science required to develop computer systems. Computer engineers usually have training in electronic engineering, software design, and hardware-software integration instead of only software engineering or electronic engineering. Computer engineers are involved in many hardware and software aspects of computing, from the design of individual microprocessors, personal computers, and supercomputers, to circuit design. This field of engineering not only focuses on how computer systems themselves work, but also how they integrate into the larger picture. ICCE 2011 Volume 2 is to provide a forum for researchers, educators, engineers, and government officials involved in the general areas of Information system and Software Engineering to disseminate their latest research results and exchange views on the future research directions of these fields. 81 high-quality papers are included in the volume. Each paper has been peer-reviewed by at least 2 program committee members and selected by the volume editor Special thanks to editors, staff of association and every participants of the conference. This book offers a new interpretation of the evolution and modernization of social order in China’s grass-roots communities. Traditionally, social order at the grass-roots level was maintained through an organic combination of self-rule by the people and authority rule by political leaders. As a hybrid form of social order, therefore, it not only has features of autonomy but also reflects the power of the state apparatus. Despite the modernization of the nation-state, the old rules sustaining social order at the grass-roots level are still very much in effect and have seamlessly integrated into the new social structure. Unless we fully appreciate this fundamental continuity, we would not be able to understand how social order at the grass-roots level today is upheld and functions. And the modernization of social order at the grass-roots level is most fruitfully studied from the perspectives of the construction of modern public social relations and the development of grass-roots systems of social autonomy.
